Cau Giay: Do not allocate budget for tasks that are not really urgent

At the meeting, the District People's Council reviewed and decided on major issues regarding the organization and arrangement of administrative units, financial work, budget and public investment of the district.

Speaking at the meeting, Secretary of Cau Giay District Party Committee Tran Thi Phuong Hoa said that the implementation of the construction of a two-level local government model in the district had been carried out earlier than planned, ensuring compliance with regulations. Tasks related to reviewing and arranging cadres, civil servants, public employees, and workers; party organization and party member records, financial work, budget, and public investment were completed in a proactive spirit, without causing disruptions that could affect the thoughts and aspirations of cadres, party members, and the people.

Ms. Tran Thi Phuong Hoa said that the process of collecting public opinions on the plan to arrange grassroots administrative units ensured publicity and democracy, and was highly agreed upon and supported by the people in the district, reaching a rate of 96.38% of voters.

Currently, Cau Giay District is proactively finalizing the 2024 budget. This not only has the usual financial significance as every year, but also serves as a basis for implementing financial handover responsibilities when the district ceases operations. Therefore, the Secretary of the Cau Giay District Party Committee requested to review, review in detail, handle finances, minimize errors, and avoid backlogs and unprocessed budget obligations after the district ceases operations.

Regarding the adjustment and supplementation of the district's regular budget expenditure estimate for 2025, Cau Giay district is currently reviewing each expenditure item, ensuring compliance with the budget source approved by the People's Council, with the correct authority, correct objectives, and correct subjects; not allocating budget for newly arising tasks that are not really urgent and not included in the approved plan.

According to Ms. Tran Thi Phuong Hoa, this is an important premise contributing to Cau Giay district's excellent completion of its tasks before ceasing operations on July 1, 2025 and creating an important foundation for the organization of the 3 wards (after the rearrangement) to operate effectively.
