From preferential loans from the Vietnam Bank for Social Policies (VBSP), many farmers in Lang Son province have had the opportunity to invest in developing production and business models, sustainably reducing poverty and having the motivation to become rich.

Capital from the Social Policy Bank to build new economic models and decent houses

We, along with Mr. Nguyen Thanh Lang - Director of the Transaction Office of the Social Policy Bank of Bac Son district, visited the specialty tangerine growing model of Mr. Duong Huu Ty and his wife, Mrs. Vi Thi Son (Tay ethnic group in Chieu Vu commune), a household that received preferential loans.

Leading us to the fruit-laden tangerine gardens, Mr. Duong Huu Ty excitedly said: "Currently, in my garden, there are 1,000 tangerine trees and 200 macadamia trees. My family has this lush, fruit-laden orchard thanks to the capital from the Social Policy Bank."

Currently, the overdue debt rate of the Bac Son District Social Policy Bank Transaction Office is only 0.03%; the rate of communes with no overdue debt is 66.7%; the rate of credit institutions with no overdue debt is 97.5%.

Accordingly, from 2023, Mr. Duong Huu Ty's family will receive a loan of 100 million VND from the Social Policy Bank for households producing and doing business in difficult areas. With the capital, his family will renovate the fruit garden, plant new fruit varieties and invest in a convenient irrigation system.

"During the process of using capital, I also participated in training courses on science and technology transfer organized by the Commune Farmers' Association in coordination with the Bank for Social Policies. Thanks to that, I have gained more knowledge and production experience, and my fruit garden has developed well, increasing my income every year."

Similarly, Mr. Duong Huu Ty's family, in recent years, in Bac Son district, thousands of farming households have received support from the Bank for Social Policies to develop their economy.

We went directly to the model of the borrower Dang Van Thieu (Dao ethnic group in Nooc Mo hamlet, Tran Yen commune) who borrowed 100 million to plant Acacia trees; the borrower Trieu Thi Xuan (Dao ethnic group, Pa O hamlet, Tran Yen commune) who borrowed 40 million from the housing support program for poor households... These households all have a decent house thanks to the credit source borrowed from the Bank for Social Policies. Most of the previously difficult households, thanks to preferential credit loans for the poor to develop the economy, have now escaped poverty, built decent houses, and their material and spiritual lives have been significantly improved.

Effective loan delegation

In July 2024, the Bac Son District Social Policy Bank Transaction Office was one of three district-level transaction offices in the province to receive a certificate of merit from the General Director of the Vietnam Social Policy Bank for its outstanding achievements in implementing Directive 40-CT/TW.

In fact, in recent years, the Transaction Office of the Bank for Social Policies in Bac Son district has promptly implemented preferential loan programs, meeting the capital needs of poor households and policy beneficiaries to invest in production and business development.

Director of the Transaction Office Nguyen Thanh Lang said: To effectively implement preferential loan programs, every year, the transaction office proactively advises the Board of Directors of the District Social Policy Bank to direct specialized departments, offices, and People's Committees of communes and towns to review and make a list of beneficiaries. In particular, the unit assigns targets to each officer; closely coordinates with 4 political and social organizations entrusted with disseminating preferential loan programs and orienting people to use appropriate capital sources and promote local advantages.

To ensure that the loan capital through the entrustment activities is effective, the Transaction Office of the Bac Son District Social Policy Bank has provided professional guidance and support to the staff of socio-political organizations and the management board of the Savings and Loan Groups (SLCs) in the entrustment activities. In addition, every year, the entrusted socio-political organizations have closely coordinated with relevant units to propagate and mobilize members to participate in training courses on science and technology transfer to gain knowledge to apply in production. At the same time, coordinate with the Social Policy Bank in consolidating and improving the quality of the SLCs' activities; inspecting and supervising the borrowing households and SLCs.

In 2024 alone, district-level socio-political organizations inspected 72 commune-level associations with outstanding entrusted loans, 143 TKVV groups, and 690 borrowing households; commune-level socio-political organizations inspected 238 groups, with 6,729 borrowing households. In addition, socio-political organizations regularly inspect within 30 days after disbursement according to regulations.

Mr. Nguyen Thanh Lang - Director of the Transaction Office of the Bac Son District Social Policy Bank said: Thanks to the close coordination of socio-political organizations, the lending activities of the District Social Policy Bank Transaction Office have achieved many positive results.
