In Tay village, Duc Yen commune, three sisters Chieu Thi Thuy (born in 2011), Chieu Thi Linh (born in 2013) and Chieu Thi Thu (born in 2016) live in a small, temporary house built on land without a land title. Their father passed away in 2023 due to a serious illness, their mother works as a worker at Texhong Hai Ha Industrial Park, earning about 7 million VND per month - the main source of income for three young children. Because their mother works all week, from morning to night, the three sisters have to take care of each other. From 2024, the two sisters Thuy and Linh have been sponsored by the Department of Transport (now the Department of Construction), supporting 1 million VND/child/month until they turn 18 years old; the youngest sister Thu has been sponsored by the Provincial Management Board of Investment and Construction Projects for Civil and Industrial Works with the same level of support.
Also in Tay village, Duc Yen commune, Tran Thi Minh Ngoc (born in 2013) has an equally difficult situation. Her father died in a traffic accident when she was very young, and her mother disappeared. Ngoc lives with her elderly grandparents, who are in poor health and have no stable income. She has hyperthyroidism and has to go to the National Children's Hospital for treatment every month. Currently, she has been sponsored by the Dam Ha District Labor Union, which supports her with 1 million VND/month until she turns 18.
Currently, Dam Ha district has more than 11,800 children, of which more than 3,200 are ethnic minorities, 108 children in special circumstances, including disabled children, orphans, and children without a source of support... In addition, there are 279 children at risk of falling into special circumstances. In order to provide timely support, the district has fully implemented policies according to State regulations and mobilized organizations and benefactors to sponsor 60 more children, with a level of 500,000 - 1,000,000 VND/month.
On the occasion of the Action Month for Children, the district organized many practical activities such as giving gifts to over 5,100 children under 6 years old, giving gifts to 27 children in especially difficult circumstances and 11 kindergartens. Hundreds of gifts, scholarships, bicycles, and school supplies were handed to the children. Localities actively organized visits, provided medical support, repaired houses, and promoted propaganda about children's rights, prevention of abuse, drowning and injuries.
Along with that, with the theme "Prioritizing resources to complete goals for children", in the summer of 2025, Dam Ha district has synchronously deployed many activities to care for and protect children, paying special attention to disadvantaged children and children in especially difficult circumstances.
According to the 2025 summer activity plan, Dam Ha district focuses on mobilizing all resources from the state budget to contributions from organizations and individuals to provide comprehensive care for children, especially orphans, disabled children, children from poor and near-poor households and children who have lost their source of support.
The district has especially promoted the model of sponsoring orphans up to 18 years old, building or repairing "Red Scarf Houses", supporting the cost of education, medical examination and treatment, and creating safe and useful summer activities for the children.
Not only taking care of material things, Dam Ha district also focuses on promoting children's participation rights through models of "Children's Councils" and children's forums, helping children express their wishes and opinions on issues related to their lives. The district also prioritizes free swimming lessons and drowning prevention skills for children in mountainous areas and ethnic minority areas. Cultural and sports playgrounds are also invested in and upgraded, helping children have fun and develop comprehensively in a friendly and equal environment.
The district also strongly mobilized community participation in raising the Child Protection Fund, connecting with organizations, businesses and philanthropists to provide long-term care for disadvantaged children. The “Godmother” program continues to be effectively implemented through the Women’s Union, contributing to the spiritual and physical nourishment of homeless children.
