According to Decree 92, senior experts are cadres, civil servants, public employees or retired people, people working outside the political system who meet the standards and conditions to be appointed by competent authorities.
Specifically, regarding the regime, for senior experts who are civil servants and public employees holding leadership and management positions with a position allowance coefficient of 0.9 or lower or not holding leadership and management positions, they are entitled to regimes and policies, including: Salary is ranked at level 1, salary coefficient 8.80 of the senior expert salary table issued with Decree 204/2004; they are entitled to regimes and policies related to public service activities equivalent to the title of assistant to senior leaders of the Party and State.
In case of holding a leadership or management position with a position allowance coefficient from 1.0 to 1.25, the employee will enjoy the following regimes and policies: Salary is ranked at level 2, salary coefficient 9.4 of the senior expert salary scale; enjoy regimes and policies related to public service activities equivalent to the position of deputy minister.
In case of holding a leadership or management position with a position allowance coefficient of 1.30 or higher, they are entitled to enjoy the following regimes and policies: Salary is ranked at level 3, salary coefficient 10 of the senior expert salary scale; and are entitled to enjoy regimes and policies related to public service activities equivalent to the title of minister.
In case the new salary coefficient is lower than the total old salary coefficient (including salary coefficient according to grade, level, title plus leadership position allowance and seniority allowance exceeding the framework, if any), the difference coefficient will be retained equal to the total old salary coefficient.
In addition, the agency employing senior experts, based on the work efficiency of the senior experts and the agency's resource capacity, can implement a number of other policies and regimes (bonuses, working conditions, etc.) suitable to the actual situation of the agency.
Regarding the regime and policies for senior experts who are retired or working outside the political system, the head of the agency shall negotiate with the person expected to be selected and appointed as a senior expert.
Salary levels and regimes and policies depend on each specific case within the scope of regimes and policies for senior experts who are cadres, civil servants and public employees, with a maximum equal to the level applied to cases with a position coefficient of 1.3 or higher (as mentioned above) before submitting to the competent authority for appointment as a senior expert as a basis for signing a work contract.
According to the Ministry of Home Affairs , compared to before, senior experts enjoy superior policies and regimes regarding salary and allowances.
In which, senior experts are entitled to an additional allowance equal to 150% of their current salary (including the salary according to the senior expert salary coefficient and salary allowances according to the provisions of law).
