Officially submitting the North-South high-speed railway project to the National Assembly

On October 19, the Government submitted to the National Assembly the project dossier for the construction of the North-South high-speed railway for the National Assembly to consider and approve at the 8th session.

This is a strategic project, expected to connect key economic regions from North to South and create a breakthrough for Vietnam's transport infrastructure.

According to the Proposal, the North-South high-speed railway is 1,545km long, passing through 20 provinces and cities including Hanoi, Ha Nam, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan, Dong Nai , and Ho Chi Minh City.

The railway line will be newly built with a double track scale, 1,435mm gauge, design speed of 350km/h, load capacity of 22.5 tons/axle; on the line there are 23 passenger stations, 5 freight stations with passenger transport function, meeting dual-use requirements for national defense, security and can transport goods when necessary.

During the operation process, based on proposals from localities, the Prime Minister will decide to invest in additional station locations in urban areas with high transportation demand.

The total estimated investment for the project is 67.34 billion USD, implemented in the form of public investment. The capital prepared for the project includes central budget capital allocated in medium-term periods, capital contributed by localities, mobilized capital with low cost and few constraints, etc.

During the construction and operation process, businesses can invest in service and commercial areas at stations; invest in additional vehicles for exploitation when needed.

Regarding implementation progress, the Government proposed to prepare a feasibility report in 2025-2026; start construction at the end of 2027; strive to basically complete the entire route in 2035.

Previously, the project's pre-feasibility report prepared by the Ministry of Transport was approved by the State Appraisal Council after many comments and revisions. The Ministry of Transport accepted the comments of the Appraisal Council and promised that many contents would be "correctly and fully calculated" and clarified in the feasibility report preparation step.
