Officially using domestic capital to restart Can Tho Oncology Hospital project

The Can Tho Oncology Hospital project has adjusted its investment policy by using domestic capital, as a basis for implementing the next steps to restart in order to complete and put into use in 2026 according to the Prime Minister's direction.

On the morning of November 14, Can Tho City People's Council held the 6th session (special session) to review and approve a number of contents under its authority.

Notably, at the meeting, the People's Council of Can Tho City passed a resolution on adjusting the investment policy for the project to build the Can Tho City Oncology Hospital (scale of 500 beds).

Chairman of the People's Council of Can Tho City Dong Van Thanh said that the end of the ODA loan agreement and the switch to using domestic capital to implement the project required adjusting the investment policy, and the passing of the resolution adjusting this investment policy was to complete and continue putting the hospital into use, meeting regional needs. According to Mr. Thanh, the Prime Minister assigned the task to Can Tho City to complete the project by 2026.

Accordingly, the project capital structure is adjusted to include: ODA loan from the Hungarian Government (over 272 billion VND), central budget capital (1,334 billion VND), counterpart capital from local budget sources (over 465 billion VND). At the same time, the total investment is adjusted to increase (due to exchange rate difference) by about 344 billion VND. The total investment after adjustment is expected to be 2,071 billion VND.

Explaining to the City People's Council delegates, Director of the Can Tho City Department of Health Hoang Quoc Cuong said that adjusting the investment policy by using domestic capital as mentioned above will be the basis for implementing the next steps to continue implementing this project.

As reported by Tuoi Tre Online , the Can Tho Oncology Hospital project started in 2017 (with a total investment of more than VND 1,700 billion from ODA loans from the Hungarian Government and local counterpart funds) but stopped construction in July 2022 due to the end of the ODA loan agreement and not being extended.

Since then, the hospital has been abandoned while the existing Oncology Hospital is overloaded and seriously degraded. In mid-2025, Prime Minister Pham Minh Chinh directed an inspection of the Can Tho Oncology Hospital project to freeze ODA capital and continue to use domestic capital to complete the project in 2026.

On October 19, during his working trip to Can Tho, Prime Minister Pham Minh Chinh personally visited patients being treated at Can Tho Oncology Hospital, witnessing the scene of 2-3 patients lying on the same bed, waiting 10 days to half a month for their turn for radiotherapy. The Prime Minister directed Can Tho to propose to immediately purchase 2 radiotherapy machines (the Ministry of Finance will arrange capital) using reserve funds and requested the city to consider this an emergency situation. At the same time, the Prime Minister directed to quickly complete the procedures to restart the unfinished Oncology Hospital project.

However, at the meeting on November 8, Prime Minister Pham Minh Chinh continued to remind the leaders of Can Tho city for not yet purchasing a radiotherapy machine, and requested that it be purchased immediately in November. In addition, the restart of the Can Tho Oncology Hospital project was also carried out in November, not waiting until December as planned by the city.

At the meeting, the People's Council of Can Tho City also passed a resolution to dismiss Mr. Nguyen Quoc Trung (former Chief of Office of the People's Committee of the City, who was transferred to hold the position of Secretary of the Party Committee of Tran De Commune) from the position of Member of the City People's Committee, and at the same time elected two additional members of the People's Committee of the City, Ms. Ho Thi Thanh Bach (Director of the Department of Foreign Affairs) and Mr. Nguyen Trong Son (Chief of Office of the People's Committee of Can Tho City).
