Next, the National Assembly discussed in the hall the draft Law on E-commerce. The Minister of Industry and Trade explained and clarified a number of issues raised by National Assembly deputies.
Previously, on November 12, the 19th working day, in the morning under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly discussed in the hall about 2 projects: Law on Enforcement of Criminal Judgments (amended); Law on Enforcement of Temporary Detention, Temporary Imprisonment and Prohibition of Leaving Place of Residence.
At the discussion session, 12 delegates spoke; the delegates' opinions basically agreed with many contents in the Government's Submission and the Verification Report of the National Assembly's Committee on Law and Justice. In addition, in order to continue perfecting the 2 draft Laws, the delegates focused on discussing the following specific contents:
Regarding the draft Law on Enforcement of Criminal Judgments (amended), opinions focused on discussing: the implementation of decisions on execution of prison sentences, decisions on execution of suspended sentences, decisions on postponement of execution of prison sentences; the rights of prisoners to donate tissues and body parts; the regime for prisoners donating tissues and body parts; resolving cases where prisoners wish to donate tissues and body parts; organizing labor for prisoners; using the results of prisoners' labor; classifying the execution of prison sentences; procedures for reducing the term of serving prison sentences; procedures for exemption from serving prison sentences; the work and study of people serving non-custodial reform sentences...
Regarding the draft Law on Enforcement of Temporary Detention, Temporary Detention and Prohibition of Leaving the Place of Residence, opinions focused on discussing: the necessity of promulgating the Law; principles of management and enforcement of temporary detention, temporary imprisonment and prohibition of leaving the place of residence; the organizational system of management agencies, agencies enforcing temporary detention, temporary imprisonment and prohibition of leaving the place of residence; tasks and powers of agencies managing temporary detention, temporary imprisonment and prohibition of leaving the place of residence; tasks and powers of temporary detention houses and temporary detention camps; tasks of commune-level authorities; rights and obligations of detainees and prisoners; management regime for detainees and prisoners; transfer of detainees and prisoners; meetings with relatives, defense counsels, consular contacts of detainees and prisoners; discipline of detainees and prisoners who violate the internal regulations of detention facilities and detention management regime; Regime for detainees and prisoners under 18 years old, pregnant women or people raising children under 36 months old; regime for people sentenced to death who are in detention; labor regime for prisoners; treatment and cure at medical examination and treatment facilities of people who have been ordered or decided to be detained; enforcement of the order prohibiting leaving the place of residence; rights and obligations of people subject to preventive measures prohibiting leaving the place of residence...
At the end of the discussion, Minister of Public Security Luong Tam Quang spoke to explain and clarify a number of issues raised by National Assembly delegates.
In the afternoon of the same day, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session at the Hall, carrying out the following contents:
The National Assembly discussed the draft Law amending and supplementing a number of articles of the Law on Prices. At the discussion session, 4 delegates spoke; the delegates basically agreed on the necessity of amending and supplementing a number of articles of the Law on Prices to conform to the model of streamlining the State apparatus and implementing a 2-level local government; at the same time, creating a legal corridor, promptly handling practical issues, removing institutional "bottlenecks", promoting decentralization and delegation of power according to the Party's policies.
In addition, in order to continue perfecting the draft Law, delegates focused on discussing the following contents: form and authority of pricing; conditions for conducting pricing services; price stabilization; list of goods and services priced by the State; implementation of price inspection and pricing.
Some delegates proposed to supplement the principles and criteria for determining the list of goods and services priced by the State; the basis for State pricing; the authority to adjust the list of goods and services priced by the State; at the same time, proposed to amend and supplement the regulations on price declaration mechanism, price negotiation, and national price database of the current Law.
At the end of the discussion, Minister of Finance Nguyen Van Thang spoke to explain and clarify a number of issues raised by National Assembly delegates.
Content 2, the National Assembly discussed the draft Law on Civil Aviation of Vietnam (amended). At the discussion session, 14 delegates spoke; the majority of delegates agreed with the need to comprehensively amend the Law on Civil Aviation of Vietnam to meet practical requirements, promote socio-economic development, closely combine with ensuring national defense and security and resolve newly arising issues.
In addition, in order to continue perfecting the draft Law, delegates focused on discussing the following contents: scope of regulation; explanation of terms; principles of civil aviation operations; civil aviation development policy; research, application of science and technology, digital transformation, technology transfer; aviation industry development; planning, investment in airport construction; organization, exploitation and use of airspace; coordination of departure and arrival times at airports; passenger rights; liability for compensation of damages of carriers; complaints and lawsuits against carriers; aviation safety and aircraft incidents and accidents; service prices and fees and charges in the aviation sector.
Some delegates suggested adding regulations on low-altitude aviation; aviation complexes; developing intermodal transport connections; reducing emissions and achieving net zero emissions.
