Dak Lak requires strict management of aquaculture activities

The People's Committee of Dak Lak province has just issued Directive No. 009/CT-UBND, dated November 12, 2025, on strengthening aquaculture management in the province. The Directive aims to improve management efficiency, reduce environmental impacts and sustainably develop the aquaculture sector in Dak Lak province.

According to the People's Committee of Dak Lak province, in recent times, the province's aquaculture industry has developed relatively stably and has had many positive changes, but there are still some problems, such as: unplanned development, illegal cage and raft aquaculture, non-compliance with regulations on environmental and disease management, the work of arranging and relocating cages outside the planning is still slow, not ensuring progress...

To strengthen discipline and speed up the implementation of key tasks of the aquaculture industry and overcome the above-mentioned shortcomings, develop aquaculture in a sustainable direction, the Chairman of the Provincial People's Committee requested local authorities to strengthen propaganda, raise community responsibility in environmental protection, comply with aquaculture regulations and other regulations under the 2017 Fisheries Law.

Urgently review the current status of aquaculture in the management area and develop and issue annual plans for the locality. Strengthen management and supervision of land and water use according to regulations; resolutely handle individuals and organizations that spontaneously encroach on land and water for aquaculture according to the law. Mobilize people to proactively dismantle cages outside areas permitted for aquaculture development. Encourage people to convert farming technology towards modern, sustainable, and biosafety.

In particular, coastal communes and wards shall take the lead in developing a specific Plan, implementing the arrangement of aquaculture areas, relocation, arrangement and clearance of aquaculture cages according to the Project approved by the Provincial People's Committee in Decision 190/QD-UBND dated February 14, 2025. Complete the plan for arrangement, relocation and clearance of cages and rafts before November 20, 2025 and report to the Department of Agriculture and Environment for synthesis and reporting to the Provincial People's Committee. Strengthen the management of people in the commune/ward, ensuring that no new cages and rafts are created outside the scope of the approved planning and plan.

Dak Lak province assigned the Department of Agriculture and Environment to preside over and coordinate with relevant departments and branches to provide professional guidance and guidance to localities in implementing the project, strictly managing aquaculture facilities according to planning, land use plans, and marine areas for aquaculture. Preside over and coordinate with relevant units to advise competent authorities to promulgate Standards, Regulations, technical and economic norms, and policies to encourage research and application of environmentally friendly and durable materials, breeds, supplies; production chains associated with digital transformation. Grant licenses, guide localities to implement or preside over the assignment of marine areas for aquaculture according to authority.

Assign the Provincial Police to direct professional units and commune-level police to grasp the security and order situation in key aquaculture areas; strictly handle cases that cause insecurity and disorder in aquaculture areas; coordinate to inspect and control smuggling and commercial fraud activities related to aquatic products. Coordinate to support and ensure security and order in the process of arranging, relocating and clearing aquaculture cages according to the provisions of law.

The province requires organizations and individuals working in aquaculture in the province to strictly comply with regulations on aquatic breed management; quarantine of aquatic animals and aquatic animal products. Carry out procedures to request a Certificate of eligibility for aquatic breed production and breeding according to regulations...

Dak Lak province has about 186,036 marine aquaculture cages, with a total estimated volume of 2,557,586 m³; of which, there are 10,766 lobster hatchery cages, 166,168 lobster farming cages, 9,057 marine fish farming cages and 45 cages for farming other types of fish.

Recently, storm No. 13 damaged about 54,000 aquaculture cages in key farming areas of Dak Lak province with estimated damage of about 1,900 billion VND.

Faced with the above situation, Mr. Ta Anh Tuan, Chairman of the People's Committee of Dak Lak province, requested coastal localities to specifically assess the damage situation, and at the same time have solutions right from the beginning in implementing the province's aquaculture planning and project, strictly prohibiting spontaneous farming, not following the planning, and limiting damage caused by natural disasters. At the same time, quickly mobilize resources to overcome the consequences caused by storm No. 13, soon stabilize people's lives and livelihoods.
