The investor arbitrarily constructed
Speaking with Lao Dong reporter, Mr. VVT - a resident of Hanoi Paragon apartment building said that since the end of August, the building's management board has sent a document to residents living here about the construction of a vehicle entry and exit control system.
"Although the building management board has not yet received the consent of the residents, it has arbitrarily constructed on the common property of the apartment building, seriously affecting the lives of the residents. Furthermore, according to the original design that the investor provided to the residents in the apartment purchase contract, there is no vehicle access control system at that location," said Mr. VVT.
Despite many reactions, the vehicle access control system at the Hanoi Paragon apartment building was still built by the investor, VT Construction and Trading Joint Stock Company (VT Company).
According to the reporter's records, the construction site of the vehicle access control system is now almost complete, located right at the exit from the apartment building's parking garage at the intersection with alley 7 of Pham Hung Street. The ticket collection is still organized inside the garage.
Meanwhile, according to records, the entire apartment building has only one entrance to the parking garage here.
This system is located in a relatively narrow location, thus causing concerns about traffic safety. At the same time, VT Company's arbitrary change of function and purpose of the common ownership of the building has caused dissatisfaction among residents.
The people then submitted a petition to the People's Committee of Dich Vong Hau Ward and the People's Committee of Cau Giay District, requesting that the authorities intervene and handle the matter.
Authorities request demolition
On September 5, the People's Committee of Dich Vong Hau Ward issued a document requesting VT Company and the Management Board of Hanoi Paragon apartment building to suspend the construction of a vehicle control system entering and exiting the building area according to residents' complaints.
At the same time, VT Company and the Management Board of Hanoi Paragon apartment building are also requested to provide documents on the construction of this system (including approved design documents, acceptance documents from competent authorities and related documents) to the Ward People's Committee before September 9 for consideration and response to residents' petitions according to regulations.
On September 12, Dich Vong Hau Ward People's Committee continued to issue document No. 352/UBND-XDDT stating its opinion:
"In document No. 38/2023/CV-VT dated September 7, VT Company only explained that the installation location is within the land allocation boundary of the construction area of the common technical infrastructure works serving the project, and has not provided approved design documents, approval documents of competent authorities and related documents as required by the People's Committee of Dich Vong Hau Ward".
From there, the Ward People's Committee requested that this Company absolutely suspend the construction of the vehicle control system entering and leaving the building, and at the same time, voluntarily dismantle the violating construction if it does not have sufficient documents approved according to regulations before September 18. Within the above-mentioned time limit, if VT Company does not comply, the Ward People's Committee will prepare a record and handle it according to regulations.
However, according to the reporter's records, after the deadline of September 18, the vehicle access control system at the Hanoi Paragon apartment building still exists and has not been dismantled by the investor.
Most recently, on October 5, the People's Committee of Dich Vong Hau Ward held a meeting chaired by the ward leaders, including representatives of the Urban Management Department of Cau Giay District; representatives of the Urban Construction Order Management Team of Cau Giay District, Mr. Nguyen Xuan Truong - General Director of VT Company... to resolve residents' petitions related to the installation of a vehicle control system entering and exiting the Hanoi Paragon apartment building.
At this meeting, Mr. Tong Xuan Duy - Chairman of Dich Vong Hau Ward People's Committee requested VT Company to seriously implement Document No. 352/UBND-XDDT of the ward government.
Meanwhile, in an interview with Lao Dong Newspaper, answering the reporter's question about whether the vehicle access control system is included in the approved design of the apartment building or not, Mr. Nguyen Xuan Truong - General Director of VT Company said: "The barrier (vehicle access control system - PV) is a very small item of the building. It is never shown on the approved drawings".
Previously, on September 23, the investor VT Company opened for sale 532 apartments in the Hanoi Paragon apartment project.
