Proactive and breakthrough in digital transformation

QTO - In the context of the Fourth Industrial Revolution taking place strongly, digital transformation (DTU) is no longer an optional trend but has become an inevitable requirement, determining the adaptability and development capacity of each industry and each locality. Joining this flow, the Industry and Trade sector has proactively entered the game with a spirit of innovation, creativity and drastic action.

Realizing the key role of digital transformation, in recent times, the Department of Industry and Trade has proactively issued many directive documents and simultaneously deployed tasks associated with Project 06 on developing population data and electronic identification. On that basis, administrative procedure reform (AP) activities and modernization of public administration have been actively implemented.

The Department has directed the Provincial Center for Industrial Promotion and Trade Promotion to coordinate with the Trade Management Department to strongly deploy activities to support businesses in applying digital transformation, such as: Stable operation of the provincial e-commerce trading floor, product traceability system; integrating product information on digital platforms; supporting the creation of QR codes to trace product origins... These digital tools have become an "extended arm" to help people and businesses promote their brands, access new markets, and improve competitiveness.

Deputy Director of the Department of Industry and Trade Phan Hoai Nam shared: “One of the outstanding results in the digital transformation process of the Industry and Trade sector is the promotion of online public service provision (DVCTT). From July 1 to October 20, 2025, the Department of Industry and Trade received 916 administrative procedure dossiers; of which 897 dossiers were submitted online, accounting for 97.9%.

In particular, the rate of files resolved before the deadline reached 99.7%, the rate of input file digitization reached 100%, and the entire digitization process reached 92.3%. Currently, 100% of department leaders, division leaders, and specialists use digital signatures to resolve work via the network environment, demonstrating a fundamental change in working mindset and operating methods.

Implementing the direction of the Provincial People's Committee, the Department has reviewed and proposed solutions to implement administrative procedures regardless of administrative boundaries. When authorized under Decree No. 139/2025/ND-CP and Decree No. 146/2025/ND-CP of the Government, the Department will publish a list of public services that allow people to submit applications at the nearest one-stop department, contributing to saving time and costs for people and businesses. The Department has also coordinated with relevant departments and branches to build a model of "Tourism development associated with regional specialties development", applying population data, electronic identification in household economic development and promoting the digital economy.

Identifying e-commerce as an important pillar in the industry's digital transformation strategy, the Department of Industry and Trade has continuously invested in and effectively operated the province's e-commerce trading floor, supporting more than 350 businesses to promote more than 850 typical products. At the same time, it has organized many conferences and seminars related to digital transformation, or cross-border trade promotion programs in Laos and Thailand. The unit has promoted support for businesses to develop "Online Vietnamese Stores" on major e-commerce platforms, such as Voso, Tiki, Shopee...; implemented training courses to improve e-commerce skills; provided guidance on the application of traceability software; and accompanied businesses in the process of building digital brands.

“In the process of digital transformation, we pay special attention to ensuring network information security. Documents such as: Security regulations, State secret protection plans, network security self-inspection work, etc. are issued and implemented strictly and systematically. Thereby, creating a safe and reliable digital environment for people and businesses to confidently apply technology in production and business”, Deputy Director of the Department of Industry and Trade Phan Hoai Nam emphasized.
