According to the bulletin of the National Center for Hydro-Meteorological Forecasting, from the evening of May 28 to May 29, the Northern region is likely to experience a period of moderate rain, heavy rain and thunderstorms, locally very heavy rain with total rainfall from 30-80mm, some places over 180mm; there may be localized rain with high intensity over 100mm in 3 hours.
Implementing the direction of the Ministry of Agriculture and Environment , to proactively respond to developments of heavy rain, risks of flash floods, landslides, and flooding, the Provincial People's Committee requests agencies and units to closely monitor forecasts and warnings of heavy rain, floods, flash floods, and landslides and promptly and fully inform authorities at all levels and people to proactively prevent, respond, and minimize damage.
Deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas, and areas at high risk of flooding, flash floods, and landslides to proactively clear the flow; organize the relocation and evacuation of people in dangerous areas to safe places.
Organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deeply flooded areas, areas with strong currents, areas where landslides have occurred or are at risk of landslides; resolutely do not allow people and vehicles to pass if safety is not ensured; do not allow unfortunate human losses due to carelessness or subjectivity; arrange forces, materials, and vehicles to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs.
Organize inspection and review of key works, paying attention to dams, dikes, natural disaster prevention and control works, works that had incidents during storm No. 3 in 2024; update response plans to ensure safety of works when floods occur.
Prepare drainage plans to prevent flooding to protect production, industrial parks, urban areas, and residential areas. The Department of Agriculture and Environment inspects, urges, and directs the Provincial Project Management Board for Investment in Construction of Civil and Industrial Works to proactively and promptly operate the system of regulators, pumping stations, etc. under the Vinh Phuc Water Resources and Flood Management Project to minimize flooding in the Phan - Ca Lo river basin.
Prepare forces and means for rescue when required. Organize to overcome consequences caused by rain, flood, flash flood, landslide (if any), support people to soon stabilize their lives and production.

The Provincial People's Committee assigned the Department of Agriculture and Environment to monitor, inspect, and urge agencies and units to fully and promptly implement the instructions of the Ministry of Agriculture and Environment and the Provincial People's Committee in the province.
Direct the on-duty staff seriously (24/24h), regularly report to the Ministry of Agriculture and Environment. Timely advise and propose the Provincial People's Committee to direct matters beyond its authority, necessary to proactively respond to and overcome the consequences caused by natural disasters, minimizing damage to people and property in the province.
