Before the match, Hai Phong Club Chairman, Mr. Van Tran Hoan, sent an official dispatch to Hanoi Club requesting the home team to support Hai Phong fans with tickets to the stadium as well as cheering tools.
Mr. Hoan promised that there would be no flares in this match. However, before the match between the two teams took place, Hai Phong spectators lit flares outside the stadium. While the players were warming up, flares also appeared in the stands.

In particular, during the break and the first minutes of the second half, flares continued to be lit in the B stand, in the Hai Phong fan area. Thus, there were up to 5 flares lit in the stands before and during the match. This will certainly cause the Hang Day Stadium Organizing Committee to be fined by the VFF Disciplinary Board.
For his part, the Chairman of Hai Phong Club apologized for the behavior of the home team's spectators and accepted responsibility. However, the Chairman of Hai Phong Club said that the match organizers also had some responsibility for this incident.
"Part of the fault also lies with the Organizing Committee for letting the document (requesting 1,000 free tickets for Hai Phong fans) leak out. This caused some individuals to get agitated and set off flares. Those individuals have ruined the image of football, one bad apple spoils the barrel," said Mr. Hoan.
"Our letter shows goodwill between the two teams. That is very normal in V-League. Teams coming to Hai Phong are always welcomed by us, with free tickets.
But that document accidentally leaked out, touching the pride of some extremist individuals and some individuals I could not manage, leading to the firecracker incident," said the Chairman of Hai Phong Club.
