On the morning of October 25, President Luong Cuong chaired the signing ceremony of the United Nations Convention against Cybercrime (Hanoi Convention), with the participation of United Nations Secretary-General António Guterres and representatives of nearly 100 countries and more than 100 international and regional organizations.
Before the opening ceremony, President Luong Cuong welcomed leaders and representatives of countries and international organizations attending the signing ceremony.
According to Article 64 of the Convention, the signing ceremony was held in the capital city of Hanoi, so this document will be called the Hanoi Convention - marking the first time an international convention is named after the capital city of Vietnam.
The Convention consists of 9 chapters and 71 articles, drafted over 4 years, with many important contents such as: criminalizing cybercrimes; international cooperation mechanisms in investigation, extradition, sharing of electronic evidence, confiscation and handling of criminal assets, witness protection, and victim support.

The signing ceremony will take place on October 25 and 26, and is expected to include an opening and closing session, a signing ceremony and a high-level conference, including a plenary discussion session, high-level discussions and roundtable exchanges.
President Luong Cuong and UN Secretary-General António Guterres are expected to deliver important speeches at the opening ceremony on the morning of October 25.
On the first day, there was a plenary discussion session co-chaired by Prime Minister Pham Minh Chinh and the UN Secretary-General, along with high-level bilateral meetings and a series of sideline discussion events on the topics: "Protecting citizens in the digital transformation era"; "Global cooperation to prevent and combat online fraud"; "Implementing the United Nations Convention against Cybercrime: Capacity building is a pillar of global cooperation"; "Sharing experience in investigating and collecting electronic evidence in cases related to virtual assets and money laundering".
