The Ho Chi Minh City Department of Finance has reported to the Ho Chi Minh City People's Committee on the proposal of Masterise Group Joint Stock Company to participate in preparing a research report on the Phu My 2 bridge project under the form of public-private partnership (PPP).
Masterise proposes to start construction of Phu My bridge in 2026
After reviewing the proposal documents, along with the opinions of relevant departments and units, the Ho Chi Minh City Department of Finance proposed that the Ho Chi Minh City People's Committee approve Masterise Group to study and prepare a proposal for the Phu My 2 bridge project under the public-private partnership (PPP) method, to submit to the competent authority for consideration and decision on the project investment policy in accordance with regulations.
The deadline for completing the project proposal and submitting it to the competent authority is 12 months. In case the project proposal is not approved by the competent authority, or is not completed within the deadline, the approval letter from Ho Chi Minh City will be invalid. At the same time, Masterise Group will be responsible for all risks and expenses incurred.
The assignment of this project proposal does not require Masterise Company to be appointed as the investor to implement the project. After the decision on the project investment policy, project announcement and approved feasibility study report, Ho Chi Minh City will organize the selection of investors to implement the project according to regulations.
In terms of scale, the 6.3km long Phu My 2 bridge project starts at Nguyen Huu Tho Street (HCMC) and ends at Lien Cang Street (Dong Nai Province). The route has 8 lanes, of which the Ho Chi Minh City approach road connects the North-South axis by a two-story overpass along Hoang Quoc Viet Street and the Dao Tri connecting branch.
The total preliminary investment of the project is about 12,912 billion VND. Regarding the capital structure, the budgets of the two localities are expected to allocate 2,130 billion VND for site clearance, resettlement...; the remaining capital will be mobilized by investors.
The project aims to submit investment policy approval in the fourth quarter of 2025, start construction in the third quarter of 2026 and complete in 2029.
Urgent project connecting Long Thanh airport

In the context of Long Thanh airport being planned to be put into operation in 2026, investing in additional routes connecting Ho Chi Minh City is urgent.
At the working session on October 21, the Standing Committee of the Ho Chi Minh City Party Committee and the Standing Committee of the Dong Nai Provincial Party Committee agreed on the policy of enhancing traffic connections between the two localities, especially with Long Thanh airport.
For transport projects connecting the two localities, especially projects with large investment values such as Phu My 2 bridge and Dong Nai 2 bridge (Long Hung bridge), the two localities agreed to encourage the participation of private investors to mobilize investment resources.
According to the Ho Chi Minh City Department of Finance, the Phu My 2 bridge and road project is a strategic road axis in the network of high-speed main roads (less interruptions, less intersections) connecting the center with inter-regional roads that are being researched by Ho Chi Minh City.
The Phu My 2 Bridge Expressway, together with the elevated routes of Nguyen Huu Tho Street (HCMC), will create a traffic axis connecting Tan Son Nhat Airport and Long Thanh Airport. The project will help reduce the load on the existing HCMC - Long Thanh - Dau Giay Expressway and Phu My Bridge, while promoting the development of the Southern City and Nhon Trach urban area.
In addition to the Phu My 2 bridge project, Masterise Group has previously proposed many important projects in Ho Chi Minh City. Specifically, the Can Gio bridge project connecting the Can Gio area with the city center, the urban expressway connecting the Ho Tram area to Long Thanh international airport and the metro project No. 3 (An Ha - Hiep Binh Phuoc ).
