President receives Singaporean Ambassador to say goodbye

On the afternoon of October 27, 2025, at the Presidential Palace, President Luong Cuong received Singaporean Ambassador Jaya Ratnam to say goodbye, ending his term of office in Vietnam.

Congratulating Singaporean Ambassador Jaya Ratnam on successfully completing his term in Vietnam, the President highly appreciated the Ambassador's important contributions in promoting the development of bilateral relations.

The President highly appreciated the trust and close development between the two countries in political relations; emphasized that the two sides regularly maintain visits and contacts at high and all levels through all channels of the Party, State, Government, and National Assembly; the bilateral cooperation mechanism has been effectively promoted, and people-to-people exchanges have increasingly flourished. Bilateral trade turnover has always grown steadily and currently reached nearly 9 billion USD; cooperation between the two countries has made a breakthrough within the framework of the Green Economy - Digital Economy partnership. Singapore is a leading investor in Vietnam, especially the Vietnam - Singapore Industrial Park (VSIP) network, a symbol of successful economic cooperation.

Emphasizing that Vietnam always attaches importance to strengthening relations with Singapore, a leading economic partner of Vietnam, the President suggested that the two sides continue to promote delegation exchanges and contacts at high and all levels; focus on building and implementing the Action Program to implement the Vietnam - Singapore Comprehensive Strategic Partnership for the 2025 - 2030 period.

President Luong Cuong hopes that the two sides will cooperate closely in national defense and security; promote other areas of cooperation such as science and technology, digital transformation, green transformation, culture, education, especially human resource development; and maintain the momentum of trade and investment relations between the two countries.

In the context of the complicated developments in the world, the President said that the two countries need to strengthen cooperation, consolidate solidarity, and support each other at regional and international forums; have a strong voice in support of ASEAN's common stance on the East Sea issue on the basis of international law and the 1982 United Nations Convention on the Law of the Sea, together maintaining a peaceful, stable, cooperative and mutually developing ASEAN region.

The President hopes that, with his good feelings about the country and people of Vietnam, no matter what position he holds, the Ambassador will continue to promote the Vietnam - Singapore relationship in the coming time.

Expressing his gratitude to the President for taking the time to meet him, Ambassador Jaya Ratnam expressed his joy at witnessing Vietnam's remarkable development in recent years, affirming that Singapore always admires the resilience and solidarity of the Vietnamese people.

Congratulating Vietnam on becoming one of the world's top 30 economies with outstanding achievements in socio-economic development and an increasingly improved Human Development Index (HDI), the Singaporean Ambassador highly appreciated Vietnam's successful organization of the signing ceremony of the United Nations Convention against Cybercrime (Hanoi Convention). He said that this is a clear demonstration of Vietnam's proactive role and growing international prestige.

Agreeing with the President's assessment of bilateral relations, the Ambassador expressed his belief that the Action Program to implement the Vietnam - Singapore Comprehensive Strategic Partnership for the 2025 - 2030 period will open a new, deeper and more effective phase of cooperation.

Ambassador Jaya Ratnam affirmed that political trust between the two countries' leaders is an important foundation to help bilateral relations become increasingly close, while contributing to strengthening solidarity and common prosperity of ASEAN./.
