National Assembly Chairman visits and commemorates victims of mini apartment fire

On the afternoon of September 15, Politburo member and National Assembly Chairman Vuong Dinh Hue and the National Assembly delegation came to burn incense in memory of the victims of the fire that occurred at the mini apartment building No. 37, alley 29/70, Khuong Ha street, Khuong Dinh ward, Thanh Xuan district (Hanoi) on the night of September 12 and early morning of September 13; visited and encouraged the victims being treated at Bach Mai Hospital.

The National Assembly Chairman sent condolences from the Party and State leaders, especially the leaders of the Inter-Parliamentary Union and delegates attending the 9th Global Conference of Young Parliamentarians to the victims and their families.

National Assembly Chairman Vuong Dinh Hue and members of the delegation burned incense and observed a minute of silence for the 56 victims who unfortunately lost their lives in the particularly serious fire that broke out so suddenly and caused enormous damage.

After listening to the leaders of Thanh Xuan district report on the rescue work and support for the victims and their families, National Assembly Chairman Vuong Dinh Hue acknowledged and commended the efforts of Hanoi city in supporting and caring for the victims and their families, and at the same time requested that local authorities pay attention to the funeral arrangements for the victims who unfortunately died; pay attention to supporting the victims and their families both in the short and long term, both physically and mentally; Thanh Xuan district, Hanoi city quickly stabilizes the situation so that people can rest assured...

Visiting the families living next to the mini apartment building that caught fire, the National Assembly Chairman was moved to know that the surrounding people had tried their best, supporting with both human and financial resources to support and rescue the victims with the authorities; some families did not hesitate to break down the walls of their houses to support the fire and rescue forces, thereby contributing to minimizing the damage caused by the fire. The National Assembly Chairman said that through hardship, one feels more warmed by the love of village and neighborliness - a good quality of the Vietnamese people.

In addition, the National Assembly Chairman also requested Hanoi city and Thanh Xuan district to strictly implement the direction of General Secretary Nguyen Phu Trong, seriously review, draw profound lessons and most importantly, not let similar incidents happen in the future.

With the characteristics of Hanoi and Ho Chi Minh City as special urban areas with very high population density, the National Assembly Chairman noted that the city must not "wait until the cows are gone before building the barn", the city must review all fire prevention and fighting work in the area, not only for mini apartments but also for apartment buildings, urban areas, rental apartments, households, and boarding houses; at the same time, focus on guiding and training necessary skills on fire prevention and fighting so that people can better protect themselves and their families.

The National Assembly Chairman also said that the National Assembly's Committee on National Defense and Security is also conducting a special project to monitor the implementation of policies and laws on fire prevention and fighting. Immediately after the incident, the National Assembly leadership sent Senior Lieutenant General Tran Quang Phuong, Vice Chairman of the National Assembly, to the scene and is directing the National Defense and Security Committee to prepare an assessment report on the completion of policies and laws on fire prevention and fighting.

Through the incident, the National Assembly Chairman also pointed out that the issue of social housing still has many shortcomings. In the process of considering and passing the Housing Law (amended) and the Land Law (amended), the National Assembly will carefully consider policies related to this issue.

Here, after listening to Minister of Health Dao Hong Lan and Director of Bach Mai Hospital Dao Xuan Co report on the emergency, treatment and current health status of the victims, the National Assembly Chairman highly appreciated and especially commended the sense of responsibility and efforts of hospitals and medical facilities of the Central and Hanoi, including Bach Mai Hospital, in receiving, treating and rescuing the victims, minimizing human losses.

Up to now, among the 26 patients admitted and treated by Bach Mai Hospital, many have been and will be discharged in the next few days; only 2 patients are in serious condition but are making very positive progress, one patient was in extremely critical condition when admitted to the hospital but with the dedicated treatment of the doctors, he miraculously overcame the dangerous stage. Currently, Bach Mai Hospital is accepting more patients from other medical facilities.

In addition to physical injuries, the National Assembly Chairman also paid special attention to the mental injuries and psychological trauma of patients when experiencing such an incident. The National Assembly Chairman hopes that doctors and nurses will continue to focus on both physical and mental treatment for the victims, as Prime Minister Pham Minh Chinh has directed "focus on treatment at all costs". The National Assembly Chairman agreed that long-term preventive treatment is needed because of the impact of the fire on the victims' brains and lungs.

On this occasion, the National Assembly Chairman requested the Ministry of Health, Bach Mai Hospital and medical examination and treatment facilities to promptly implement the Law on Medical Examination and Treatment (amended) approved by the National Assembly and the mechanisms and policies for the health sector issued by the National Assembly and the Government to work with peace of mind and fulfill the noble mission of the health sector in the cause of taking care of people's health. In the near future, the National Assembly will also consider and amend a number of related laws, and is expected to promulgate the Law on Medical Equipment to further improve the legal basis for the health sector's operations.

At Bach Mai Hospital, the National Assembly Chairman visited the wards and inquired about the health of the patients, especially the children. The National Assembly Chairman presented gifts and encouraged the patients to feel secure in their treatment, quickly overcome their physical and mental pain, and stabilize their lives.
