National Assembly Chairman Vuong Dinh Hue: Promoting democracy and close coordination so that every decision of the National Assembly is truly for the country and the people.

As reported by the People's Representative Newspaper, this afternoon, the National Assembly Standing Committee and the Presidium of the Central Committee of the Vietnam Fatherland Front (Presidium) held a conference to review 5 years of implementing the Coordination Regulations between the two agencies.

Promoting democracy, creating higher social consensus

At the conference, delegates focused on discussing and clarifying the achieved results, pointing out the remaining limitations that need to be overcome, especially groups of solutions to continue improving the effectiveness of coordination between the National Assembly Standing Committee and the Presidium in the coming time, identifying the key areas of coordination between the two agencies in 2024.

According to Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien, after 5 years of implementing the Coordination Regulations, the coordination between the National Assembly Standing Committee and the Presidium has achieved better results; more rhythmic, closer; more timely, more effective; more consensual and convincing.

Specifically, the two agencies have coordinated to organize meetings with voters; synthesize opinions and recommendations of voters and people in a more timely, methodical and quality manner, contributing to promoting democracy and creating higher social consensus.

Coordinate the implementation of supervision tasks more closely and rhythmically. The contents of voters and people's concern are supervised at different levels; most supervisions of the National Assembly and the National Assembly Standing Committee have the participation of representatives of the Central Committee of the Vietnam Fatherland Front. Supervision work has helped the Party, the State, directly the Government , and concerned ministries and branches thoroughly resolve many issues.

Typical examples include: prevention and control of the Covid-19 epidemic, resolving the shortage of drugs, medical supplies, and biological products to serve the work and take care of people's health; adjusting shortcomings in the innovation of textbooks and general education programs; removing difficulties and obstacles to speed up the implementation of 3 National Target Programs...

The two agencies have coordinated to build more substantive and effective laws, contributing significantly to improving the quality of promulgation of laws and resolutions... of the National Assembly. With the facilitation of the National Assembly Standing Committee, the Nationalities Council and the National Assembly Committees, the Vietnam Fatherland Front has done a good job of social criticism of draft laws and resolutions, contributing more grounds for National Assembly deputies to discuss when passing the Law, especially the draft Land Law (amended) and the draft Law on Implementing Democracy at the Grassroots Level...

Approaching from the perspective of the Vietnam Fatherland Front, the Chairman of the Central Committee of the Vietnam Fatherland Front also said that the Presidium deeply felt that the activities of the National Assembly, the National Assembly Standing Committee, the Nationalities Council and the National Assembly Committees have many innovations, the role and position of elected bodies have been raised, more effective and efficient; and have been recognized and highly appreciated by voters and the People.

"The National Assembly has truly accompanied the Government in removing difficulties, promoting socio-economic development; promptly creating a legal corridor to solve difficult and unprecedented problems. With 5 extraordinary sessions, many "bottlenecks" have been removed, recognized and welcomed by businesses, people and localities. The National Assembly, the National Assembly Standing Committee, and the National Assembly Chairman have had legislative initiatives, creating a legal basis, contributing to the success in epidemic prevention and control and socio-economic recovery of the country ," the Chairman of the Central Committee of the Vietnam Fatherland Front emphasized.

Along with that, the National Assembly really values and listens to the opinions of voters and the people. Every month, the National Assembly Standing Committee discusses the work of people's petitions, gives timely instructions; brings the content of resolving voters' and people's opinions and petitions to discussion and issues a Resolution. "This is a new point, very valuable," said the Chairman of the Central Committee of the Vietnam Fatherland Front.

Effective coordination in gathering, building and promoting the strength of national solidarity

Concluding the conference, National Assembly Chairman Vuong Dinh Hue respectfully thanked the members of the Presidium and the Standing Committee of the National Assembly for their enthusiastic and intellectual contributions to continue improving the quality and effectiveness of coordination between the Standing Committee of the National Assembly and the Presidium, thereby contributing to improving the quality and effectiveness of the operations of each agency in the coming time.

Looking back at the special context of our country in the 5 years of implementing the Regulation on coordination of work between the two agencies, the Chairman of the National Assembly agreed that since the 2018 Regulation, the coordination between the National Assembly Standing Committee and the Presidium has made new progress, becoming closer and more effective . The two agencies have both innovated and improved their operations, while focusing on innovating methods of coordination of work, ensuring timely exchange, discussion and agreement when problems arise through many diverse forms. Every year, the two agencies organize a joint conference to evaluate the implementation of the Regulation and agree on the content of coordination of work for the following year in a very orderly and methodical manner.

The National Assembly Chairman emphasized five outstanding results in the coordination work between the two agencies in recent times.

Firstly, the coordination was very close, very rhythmic, and responsible, contributing significantly to the successful organization of the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term in the context of the extremely complicated developments of the Covid-19 pandemic.

Second, effectively coordinate in gathering, building and promoting the strength of great national unity; build laws and decide on important issues on great national unity, ethnic groups, religions, issues related to the implementation of democracy, social consensus... Closely coordinate to propagate and mobilize people to promote the tradition of patriotism, solidarity spirit, enthusiastically compete, respond to campaigns, and successfully carry out the tasks of socio-economic development of the country. The major campaigns of the Vietnam Fatherland Front always receive the response and participation of the National Assembly Standing Committee and National Assembly deputies. National Assembly leaders and members of the National Assembly Standing Committee actively participate in the annual National Great Unity Day.

Third, promote coordination in law-making. Since the beginning of the 15th tenure, the National Assembly Standing Committee has increased consultation with the Central Committee of the Vietnam Fatherland Front on draft laws and resolutions, especially on draft laws that have a profound impact on the rights and legitimate interests of people of all walks of life, such as the draft Land Law (amended), the draft Law on Grassroots Democracy Implementation, etc. According to the National Assembly Chairman, this is a bright spot in the coordination between the two agencies and it is necessary to study and propose amendments and supplements to relevant documents to continue to implement more effectively.

Fifth, coordinate in meeting with voters, synthesizing opinions and recommendations of voters and the People. The National Assembly Chairman stated that the National Assembly Standing Committee highly appreciated the role of the Presidium in coordinating the organization of the Conference to meet with voters; selecting appropriate forms of meeting with voters, especially in the complicated conditions of the Covid-19 pandemic; and fully collecting and synthesizing opinions and aspirations of the People.

Total over 27,300 The opinions and recommendations of voters and people nationwide through voter contacts over the past 5 years have been synthesized and presented at National Assembly sessions by the National Assembly Standing Committee and the Presidium, which are an important basis for the National Assembly and the National Assembly Standing Committee to consider and decide, ensuring close adherence to reality and meeting the aspirations of voters and people; at the same time, helping National Assembly agencies develop work programs, select appropriate supervision topics, questioning and explanation contents, etc.

This work also recorded many innovations such as: in 2023, many thematic meetings with voters were organized, closely following the breath of life . At the Fifth Session, for the first time, the National Assembly discussed in the hall the report on monitoring the settlement of voters' petitions, receiving special attention from National Assembly deputies and voters nationwide. The National Assembly Standing Committee also coordinated with the Presidium to summarize the implementation of Joint Resolution No. 525 on National Assembly deputies' meetings with voters and continued to coordinate in studying and amending and supplementing this Resolution to suit the requirements of the new situation.

Continue to innovate the work of people's petitions and voter contact

Basically agreeing with the key points of coordination between the two agencies in the coming time, the National Assembly Chairman emphasized the direction of General Secretary Nguyen Phu Trong at the opening session of the First Session of the 15th National Assembly: first, it is necessary to ensure the leadership of the Party so that the decisions of the National Assembly are truly for the interests of the country and the people; second, to promote democracy in the activities of the National Assembly and in society so that all decisions of the National Assembly originate from the interests of the nation and people, serve the interests of the country and the people, so that the National Assembly is truly a worthy representative of the people.

The National Assembly Chairman requested the National Assembly Standing Committee and the Presidium to continue to strengthen coordination in consolidating the great national unity bloc, especially in the context that the Central Committee has just issued Resolution No. 43 dated November 24, 2023 on continuing to promote the tradition and strength of great national unity, building our country to be increasingly prosperous and happy. The Resolution also assigned the National Assembly Party Delegation to lead and direct the amendment and supplementation of relevant legal documents, ensuring consistency and unity. The National Assembly Chairman hopes that the Central Committee of the Vietnam Fatherland Front will closely coordinate with the National Assembly Standing Committee in reviewing these documents.

Along with that, it is necessary to continue to promote the role of the Presidium and the Advisory Councils of the Front in the work of law-making with the spirit of "early, from afar". In addition to 137 tasks of law-making research according to Plan No. 81, the National Assembly Standing Committee has added 19 tasks, bringing the total number of legislative tasks for the entire term of the 15th National Assembly to 156. To date, 115 tasks have been completed, while 41 tasks are being implemented or need to continue to be studied and reviewed. In the immediate future, at the upcoming Seventh Session, the National Assembly will consider and pass 9 Laws, 1 Resolution, and give opinions on 12 other draft laws; at the Eighth Session, the National Assembly will consider and pass 12 Laws and Resolutions, and give opinions on 3 other draft laws.

The National Assembly Chairman requested the Presidium to strengthen coordination with the National Assembly Standing Committee to organize well the contribution of opinions and social criticism to draft laws, and strive to ensure that the quality of laws after being promulgated by the National Assembly will receive consensus and high appreciation from the people, voters, our compatriots abroad, and the domestic and foreign business community, such as the two very difficult recent laws, the Land Law and the Law on Credit Institutions.

Currently, the Party Delegation of the National Assembly is also directing the implementation of the Project on Innovation, perfecting the process of building professional, scientific, timely, feasible and effective laws . It is said that the Standing Committee of the National Assembly has assigned the Law Committee to preside over and help monitor and coordinate the content of amending Resolution 403 on forms of supervision and social criticism of the Vietnam Fatherland Front. The Chairman of the National Assembly requested the two agencies to study and propose amendments related to the implementation of the role of social criticism of the Vietnam Fatherland Front in the law-making process.

The National Assembly Chairman also requested the Presidium to continue to proactively and actively coordinate with the National Assembly Standing Committee in supervisory activities; from correctly identifying the contents to include in the Supervisory Program of each side to assigning representatives to participate in supervisory activities of each side; at the same time, from practical experience, contribute opinions to amend the Law on Supervisory Activities of the National Assembly and People's Councils.

The two agencies continue to coordinate and create changes in the work of receiving people, handling petitions, synthesizing opinions and recommendations of voters and people at National Assembly sessions and meetings of the National Assembly Standing Committee on people's petitions; strengthen supervision and urge agencies and organizations to handle petitions.

The two agencies urgently and actively coordinated to amend Joint Resolution 525 on voter contact of National Assembly deputies, Resolution 753/2005/NQ-UBTVQH on voter contact of People's Council deputies; issued a Joint Resolution between the National Assembly Standing Committee, the Government and the Presidium detailing the organization of voter contact of National Assembly deputies and People's Council deputies; continued to direct the implementation to ensure quality, progress, and completion of assigned tasks such as: reviewing and studying proposals to amend the Law on Election of National Assembly Deputies and People's Council Deputies; studying and reviewing the Law on the Vietnam Fatherland Front, etc.

The two sides need to coordinate in researching, developing and promulgating a Resolution regulating the responsibilities of agencies and organizations in receiving feedback, recommendations and supervision from the Vietnam Fatherland Front and socio-political organizations.

With the results achieved in the past 5 years, in the spirit of "turning to the people, listening to the people to win the people's hearts", the National Assembly Chairman believes that in 2024 and the following years, the coordination between the National Assembly Standing Committee and the Presidium will continue to have improvements and innovations, contributing to the successful implementation of the tasks of each agency and the assigned common tasks, contributing to "promoting the tradition and strength of great national unity, strengthening social consensus, strongly arousing the spirit of patriotism, national self-reliance, belief, aspiration to contribute and build an increasingly prosperous and happy country".
