Chairman of Ho Chi Minh City People's Committee: Research on TOD in Hang Xanh intersection area

On the morning of February 8, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai chaired the meeting of the Advisory Council to implement Resolution 98.

Giving opinions on policies to help Ho Chi Minh City develop in double digits, Architect Ngo Viet Nam Son said that the TOD development project (urban development model oriented towards public transport development) could be the leading project to help Ho Chi Minh City achieve this goal.

Mr. Son said that Resolution 98 has provided strategic directions for TOD development. However, the Central Government must adjust related legal regulations so that Ho Chi Minh City has a clear mechanism for effective implementation from compensation and clearance, land auction, determining the impact boundary of TOD, calling for investment...

Besides, the cost of TOD is very large but has high profitability. Therefore, Ho Chi Minh City needs to prepare funding sources for implementation, with support from the Central Government.

Ho Chi Minh City can also form a TOD group or investor consortium based on a group of potential investors to join forces in finance, research, and management to ensure effective system operation.

Speaking at the meeting, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai said that Ho Chi Minh City will invite prestigious international consultants to help Ho Chi Minh City plan underground space, associated with TOD development.

Recently, Ho Chi Minh City has had a project to study 6 TOD locations. Ho Chi Minh City has also just assigned a business to propose TOD from Hang Xanh intersection to Highway 13.

Regarding solutions to expand development space, Mr. Mai said that Ho Chi Minh City will focus on the sea space, Saigon River and research Ganh Rai Bay. This year, Ho Chi Minh City will start all the belt roads, basically completing by 2028. Besides that, there are connecting highways.

Ho Chi Minh City is also interested in developing waterways and coastal roads connecting the Mekong Delta. Ho Chi Minh City will report on the assignment of research and implementation, study the Dutch sea dike model, and mobilize capital sources to develop the coastal corridor economy . According to Mr. Mai, if this project is successful, it will open up a large space for the Southeast and Southwest regions.

Regarding the urban railway system project, it is expected that the National Assembly will consider and approve the implementation policy mechanisms in this February session. This includes studying the construction of a railway from the center of Ho Chi Minh City to Long Thanh before 2030.

Besides, there is a metro line from the center of Ho Chi Minh City to Can Gio, especially the Ho Chi Minh City - Can Tho railway will be built soon and start construction before 2030.
