Clearly define the unique identity of Con Dao
On August 8, the Con Dao Special Zone Party Committee held its first Congress for the 2025-2030 term. Attending and directing the congress was comrade Nguyen Van Duoc, member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee, Head of Working Group No. 2 - Congress Steering Committee of the Ho Chi Minh City Party Committee.
Speaking at the congress, comrade Nguyen Van Duoc congratulated and praised the efforts and achievements that the Party Committee, government, Fatherland Front, socio- political organizations, cadres, party members, soldiers and people of Con Dao have achieved in the past time.
Comrade Nguyen Van Duoc commented that despite many difficulties and challenges, with the tradition of solidarity, innovation, dynamism and creativity, the Party Committee, government and people of Con Dao have strived to rise up and achieved many positive results in all fields.
In particular, the economy is constantly developing, especially economic development but still preserving the sacred spirit of the mountains and rivers, preserving and embellishing the relics of Con Dao to make them more beautiful and modern. "The wild and poetic features of Con Dao are still intact. These are conditions that other localities do not easily have", comrade Nguyen Van Duoc shared and expressed his impression of the fresh air, the happiness index of Con Dao people when the security and order situation is maintained, people are satisfied with life in Con Dao.
According to him, these are the advantages and differences that the leaders of Con Dao special zone need to preserve for sustainable development in the coming time. “If we cannot preserve these unique features, Con Dao will find it difficult to develop sustainably and will not be able to realize the theme of “building Con Dao into a model of sustainable development of Vietnam’s sea and islands”, emphasized comrade Nguyen Van Duoc.
Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that Con Dao special zone possesses unique potentials and comparative advantages that few localities have, from its special geographical location, unique natural conditions to the sacredness of the sky and sea. This is an important foundation for Con Dao to develop.
However, he also pointed out significant challenges, such as the transport infrastructure connecting Con Dao with other localities; investment costs, increasing land prices; the mechanical population will increase, creating pressure in solving social security and environmental issues, and giving rise to social evils. According to him, if the problem between growth and sustainable development is not well resolved, it will be difficult to achieve the strategy of turning Con Dao into a model of development.
Basically agreeing with the goals, targets and tasks set out by the congress, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc noted that Con Dao special zone needs to clearly define its own identity to serve as the foundation for building a sustainable socio-economic development strategy.
According to him, Con Dao is a land with a glorious historical tradition, unique natural and ecological conditions - valuable resources that need to be preserved and promoted. On that basis, the orientation is to develop Con Dao into a green island, a smart island, a livable island, harmoniously combining eco-tourism , heritage conservation and improving the quality of life for the people.
Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc reviewed some of the favorable conditions that Con Dao possesses, such as an airport capable of receiving large aircraft, and synchronously invested infrastructure with many items serving the goal of green and sustainable development.
He highly appreciated the spirit of unity and determination of the leaders of Con Dao special zone in implementing the green development orientation - a major policy of Ho Chi Minh City. On that basis, he requested Con Dao to continue to develop in a green direction, associated with the responsibility of preserving and effectively exploiting natural resources.
At the same time, develop tourism sustainably, based on the comparative advantages of marine and forest resources and the special value of the Con Dao National Historical Site - to build this place into an attractive, unique and classy destination.
“Build Con Dao into one of the green - clean - beautiful destinations, an international resort, with a clean - peaceful - happy ecosystem. Maximize the potential and value of historical - cultural relics, natural resources and biodiversity resources of Con Dao”, comrade Nguyen Van Duoc.
Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc emphasized that it is necessary to minimize the impact on the natural ecosystem of Con Dao National Park, while promoting propaganda and mobilizing people and tourists to raise awareness of environmental protection, strictly comply with regulations, and maintain public hygiene for a green - clean - natural Con Dao.
Implement resolutions effectively from the beginning of the term
Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc assessed that Con Dao is a locality with a particularly important position in terms of national defense and security in the battle to protect the sovereignty of the sea and islands of the Fatherland. He suggested that the Party Committee of the special zone should proactively coordinate with the relevant agencies to invest in defense works associated with civil works, closely combining the "dual-use" factor between socio-economic development and the task of ensuring national defense and security. Thereby, contributing to maintaining the outpost role of Con Dao in the cause of firmly protecting the sovereignty of the sea, islands, airspace and southern continental shelf of the country.
Regarding the work of Party building and the political system, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc requested all cadres and party members of Con Dao special zone to continue to promote the spirit of solidarity, set an example, join hands, and "wholeheartedly" perform their tasks well with pride in the sacred land of Con Dao and the highest responsibility.
He emphasized that each cadre must strongly shift from “administrative thinking” to “service thinking”, from “doing everything responsibly” to “doing everything thoroughly”, “making people trust, agree, and support” – in line with the direction of General Secretary To Lam. Strictly implement the motto of 5 truths, 6 clarity, 7 daring, ensuring the building of a team of cadres who are politically steadfast, professionally skilled, and dedicated to the people.
The Chairman of the Ho Chi Minh City People's Committee requested that each cadre and civil servant of Con Dao special zone thoroughly grasp the spirit of taking people and businesses as the center and the subject of service; identifying businesses as an important resource and driving force to promote rapid and sustainable socio-economic development.
He emphasized the need to proactively develop and implement the Party Committee's Working Regulations right from the beginning of the term; regularly improve working methods, clearly assign people, tasks, and responsibilities, promote the role of each Party Committee in organizing implementation, and ensure that the resolution is effectively implemented from the very beginning.
Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc expressed his belief that the Party Committee, government and people of Con Dao Special Zone will continue to promote the spirit of solidarity, self-reliance, dynamism and creativity; effectively take advantage of opportunities, overcome difficulties and challenges to successfully implement the Resolution of the Congress.
He hoped that Con Dao Special Economic Zone would gradually become a model of sustainable development of Vietnam's sea and islands, making practical contributions to the overall development of Ho Chi Minh City in the coming time.
The Resolution of the Congress of Delegates of the Con Dao Special Zone Party Committee for the 2025-2030 term sets the goal of turning Con Dao into a regional and international-class tourist area by 2030, developing in a sustainable, green and unique direction.
Some key targets during the term:
- The growth rate of total product value in the area reached over 8.4%;
- The annual disbursement rate of public investment capital from the state budget reaches 99%;
- Total state budget revenue is 2,295.12 billion VND, an average increase of 2.97%/year.
- Average income per capita in the area by 2030 compared to 2025 will increase by 29.75%;
- The rate of people satisfied with public services reaches 95% or more...
