Focus on investing in rural transport infrastructure

Implementing Resolution No. 05-NQ/TU and Resolution No. 16-NQ/TU of the Provincial Party Committee, with the goal of having 100% of communes, wards and towns with solid roads to the commune center by the end of 2025, the Department of Construction has proactively coordinated with departments, branches and investors to remove difficulties and speed up construction progress. Coordinated with units and localities to advise and appraise traffic projects invested from capital sources of national target programs.

Mr. Nguyen Son Hong, Head of Infrastructure Management Department, Department of Construction, said: During the implementation process, we pay special attention to mobilizing diverse resources from the State budget, local budget to the participation and contribution of the people. In addition, the work of appraisal and progress monitoring is seriously implemented, ensuring the quality of each project. The goal is that by the end of 2025, Son La will complete the entire network of car roads to the commune center and reach over 85% of villages with hardened roads, creating a breakthrough in rural infrastructure.

In the past 9 months, the Department of Construction has coordinated to appraise 8 traffic projects invested by the Management Board of Investment Projects for Construction of Agricultural and Rural Development Works, with a total length of 108.34 km and a total investment of over 618 billion VND. In addition, 20 traffic projects invested by the People's Committees of the (old) districts are also being accelerated, with a total length of over 133 km and a total investment of over 381 billion VND. To date, 16/20 projects have completed the appraisal; the remaining projects are continuing to complete their documents, ensuring progress according to the province's plan.

Along with that, the movement "People do, State supports" in the construction of rural roads has spread widely. Since the beginning of the year, the whole province has hardened 107 roads, more than 96 km long, with a total investment of nearly 179 billion VND. Up to now, the whole province has 1,748/2,233 villages with hardened roads, reaching 78.3%; 485 villages have not been hardened, accounting for 21.7%; 74/75 communes have hardened car roads to the center, only Chieng Hoa commune has not completed hardening the car road to the commune center. The project of connecting National Highway 37 - National Highway 279D, invested by the Management Board of Traffic Construction Investment Projects, has completed 89.2% of the contract volume, striving to complete this year, helping the road to Chieng Hoa commune to be hardened.

Mr. Do Van Xiem, Chairman of Ta Xua Commune People's Committee, shared: Previously, many villages in the commune were isolated and difficult to travel, especially during the rainy season. Now, thanks to the rural road hardening program, many roads have been concreted, cars can go to the villages. People are very excited to contribute working days and materials to help the State build roads. Wherever roads are opened, the economy develops, and people's lives are significantly improved.

Resolution No. 16-NQ/TU sets the target that by 2025, "85% of villages will have solid roads from the commune to the village center", equivalent to 1,898 villages with solid roads from the commune to the village center. However, with the determination of the sectors and localities and the implementation of Plan No. 273/KH-UBND dated November 20, 2023 of the Provincial People's Committee on implementing the task of building solid roads from the commune to the village center in the province in the period of 2023-2025, from now until the end of 2025, strive to have 203 more villages, bringing the total number of villages with solid roads from the commune to the village center to 1,951/2,233 villages, reaching a rate of 87.36%, equivalent to solidifying about 635.44 km, with a total cost of 1,271.67 billion VND.

With the spirit of initiative, creativity, consensus of the people and high determination of all levels and sectors, Son La is gradually perfecting the rural transport network, creating a strong driving force for rapid and sustainable socio-economic development, aiming at the goal of improving the quality of life of people in mountainous, remote and isolated areas.
