
Stabilizing housing for people in disaster areas
Implementing Decision No. 1660/QD-TTg dated December 26, 2024 of the Prime Minister on support from the central budget reserve for localities to overcome the consequences of storm No. 3, the People's Committee of Son La province has allocated more than 250 billion VND to implement 14 projects to relocate residents in disaster areas.
The projects are concentrated in heavily affected areas such as: Muong La, Quynh Nhai, Chieng La, Chieng Hoa, Ngoc Chien, Song Khua, Muong Bang, Van Son ward, ... with the goal of relocating and arranging safe accommodation for 377 households. Investment items include roads, leveling, water supply systems, electricity, embankments to prevent landslides and flood drainage.
Comrade Nguyen Minh Tien, Vice Chairman of Son La Provincial People's Committee, said: The projects aim to urgently repair essential infrastructure, stabilize long-term housing for people in disaster-hit areas, and ensure safety of life and property. At the same time, they create a foundation for production development and improve sustainable livelihoods.

During the implementation process, the projects encountered many difficulties due to fragmented terrain, limited land fund, and some projects had to reclaim protective forest land or production forest. The short construction time, coinciding with the rainy and flood season, made it difficult to transport materials, level the ground, and pour concrete. Mr. Vu Tien Dinh, Deputy Director of the Department of Agriculture and Environment, informed: 100% of the projects have started construction, and all items have been implemented according to plan. By mid-October 2025, the total disbursed capital reached more than 77.3 billion VND, equal to 30.9% of the plan. The province strives to complete all 14 projects and disburse 100% of the allocated capital in 2025.
"Overcoming the sun and rain" to carry out the project
In Muong La commune, the project to relocate residents in the disaster-prone Na Tra village is a bright spot in terms of progress. Implemented since June 2025, with an area of 3.1 hectares, the project has helped dozens of households in landslide-prone areas to relocate to safe places. Mr. Bui Van Minh, project supervision consultant, said: By October 15, 2025, the leveling items, domestic water supply system, and pumping station have been completed by about 70%. It is expected that by November 30, 2025, the relocation of households will be completed and the issuance of land use right certificates will be completed by December 31, 2025.

Regarding the project, Mr. Bui Viet Cuong, Chairman of Muong La Commune People's Committee, shared: The commune government has handed over the entire 3.1 hectares of land to the construction unit, and the 0.84 hectares of forest land has been approved by the Provincial People's Council to change its purpose of use. We are determined to complete the project on schedule, helping people stabilize their lives soon.
The joy was evident on the faces of the people in the project area. Mr. Song A Ly, Party Cell Secretary, Head of Na Tra village, Muong La commune, emotionally said: People hope the project will be completed soon so they can build houses and stabilize their lives.
In Xe village, Quynh Nhai commune, the project to relocate residents in urgent natural disaster areas has also made good progress. With a total investment of 14 billion VND, the project has relocated 25 households from landslide areas. The project is implemented by Thuy Son Consulting Company Limited.
Mr. Nguyen Ngoc Tu, Chairman of the People's Committee of Quynh Nhai Commune, said: As of October 23, 2025, the project has disbursed 11.2 billion VND, reaching 80.2% of the allocated capital. The contractor is mobilizing human resources and means to speed up construction, striving to complete all items by early December 2025, so that people can have new houses before Tet.
To ensure progress, the Provincial People's Committee has established an interdisciplinary working group to regularly conduct on-site inspections and work directly with localities, investors, and contractors to resolve problems, especially regarding site clearance, land, and investment procedures. Along with that, communes and wards have stepped up propaganda and mobilized people to agree and coordinate to hand over the site on schedule and support construction.
More force for disaster-affected areas
Along with completing 14 projects in 2025, Son La province is proactively preparing for the next phase. According to Decision No. 2627/QD-UBND dated October 22, 2025, the province allocates 200 billion VND from the central budget reserve to implement 16 new projects, including 5 projects to relocate residents in disaster areas, 4 projects to restore traffic and 7 projects to restore educational facilities damaged by storms and floods.

Comrade Nguyen Minh Tien, Vice Chairman of the Provincial People's Committee, emphasized: The province will continue to mobilize and take advantage of central resources to implement projects to relocate residents in disaster-hit areas, especially difficult areas, and border areas. This is both an urgent and long-term task to ensure people's safety and sustainable development.
Son La province also proposed that the Ministry of Agriculture and Environment pay attention to and support the implementation of 31 projects to arrange and stabilize residents in disaster areas for more than 1,400 households, with a total capital demand of about 795 billion VND in the period 2026 - 2030. Projects to arrange and stabilize residents in disaster areas not only help Son La people have a safe place to live, but also open up opportunities for sustainable socio-economic development in areas that have been devastated by natural disasters.

With the drastic participation of the entire political system, the consensus of the people and the efforts of contractors, Son La is focusing on people affected by natural disasters, helping them to soon "settle down", build a new safe, prosperous and developed residential area.
