On October 28, 2025, the Provincial People's Committee issued Decision No. 2665/QD-UBND, officially approving the Digital Transformation Strategy of Son La province to 2035, with a vision to 2045. The strategic goal is to build a modern, transparent and effective digital government, digital economy and digital society ecosystem. At the same time, it aims to bring all management, direction and operation activities to the digital environment, based on data; provide comprehensive online public services, creating breakthroughs in administrative reform and sustainable development.

To realize the Strategic goals, the Provincial People's Committee has strengthened the Steering Committee on Science, Technology Development, Digital Transformation and Project 06. At the same time, it has strengthened the functions and tasks of digital transformation at provincial departments, branches, agencies and units. Establishing the Digital Transformation Department at the Department of Science and Technology, a specialized unit to advise on the tasks of applying information technology and digital transformation.
Currently, the Department of Science and Technology has deployed the construction of a draft digital architecture framework for Son La province, version 4.0, on the basis of updating and supplementing the e-government architecture of Son La province version 2.0, ensuring compliance with the Vietnam Digital Government architecture framework, version 4.0 and in accordance with the policy of rearranging and reorganizing administrative units at all levels and building a 2-level local government model.

The province has also directed competent agencies to help the grassroots clearly determine the scale, number and members of the digital transformation team of 75 communes and wards. At the same time, advise on building mechanisms and policies to support the activities of community digital transformation teams.
Regarding digital infrastructure, the province upgraded the Provincial Data Center, forming a digital data warehouse. Telecommunications infrastructure continued to be invested in remote areas, especially telecommunications enterprises deployed 4G mobile networks to all districts and communes in the province. Up to now, 100% of communes have fixed broadband information networks and 4G mobile broadband information networks have been popularized. The rate of villages/hamlets with fixed broadband reached 80.03%; the rate of households with fiber optic cable subscriptions reached 55.05%.
The total number of cable lines in the province is 8,724, with a total length of about 6,360 km of fiber optic cable connecting from the province to communes, wards and towns; the rate of villages/hamlets covered by 4G mobile broadband is 96.26%; the rate of population covered by 4G is 97.25%; the province has deployed a specialized level II data transmission network, connecting from the Provincial People's Committee to 100% of departments, branches, sectors, People's Committees of districts, cities and 204 communes, wards and towns. The rate of households with smartphones is 96.39%...
To improve digital human resources, the province has coordinated with the National Digital Transformation Agency and the Information Security Agency to deploy training courses on digital transformation and basic information security for state agencies on the MOOCs platform. Up to now, the number of trainees who are cadres, civil servants and public employees of agencies and units in the province who have been granted accounts is more than 1,600 people.

Regarding the digital economy, as one of the three pillars of the digital transformation program, the province is implementing many solutions to promote the development of the digital economy. E-commerce plays an important role in promoting the digital economy. The province has promoted the development of telecommunications network infrastructure to support e-commerce development in the province such as: Mobile telecommunications network, 3G, 4G Internet across the province, meeting the needs from the province to districts, cities and communes, wards and towns in the province.
In addition, every year, the Department of Industry and Trade supports over 30 enterprises and cooperatives in building e-commerce websites, customer management software, supporting production and business activities, building online brand identities to help businesses promote and introduce products more widely, especially on platforms such as Shopee, Lazada, Tiki, and Tik tok Shop... Along with that, coordinating with ministries and branches to organize online conferences to promote trade, connect consumption and export of products with strengths of the province, especially agricultural products with large output such as: Longan, mango, plum, coffee... with domestic provinces and foreign partners.

Enterprises, cooperatives, production and business households, and consumers have applied information technology and e-commerce for business purposes, shopping, information exchange, and market research. Some enterprises and cooperatives have applied specialized software to manage production and business activities; supermarkets, shopping centers, electricity, water, and telecommunications services have used the payment method of bank transfer (non-cash). In some central markets of the city and districts, and traditional markets, bank transfer payments are quite common.
The digital economic picture is becoming more and more vibrant as tourism enterprises and cooperatives catch up with digital transformation. IT application solutions in management, operation, and digital transformation in tourism activities of the province are increasingly effective such as: Tourism management system, accommodation management software, tourism management and business platform application, tourism service booking system, online payment, QR code attachment at historical sites...
From now until 2035, our province strives for the digital economy to reach 20% of the province's GRDP; 85% of local small and medium enterprises to apply digital technology. Regarding digital infrastructure, strive for 50% of 6G coverage in the area. Along with that, over 90% of the province's information systems operate on cloud computing platforms. For digital government, strive for 100% of public services to be online throughout. The rate of administrative procedures processed online is required to be very high at over 95%. At the same time, 100% of commune and ward authorities use unified management software...
To complete the set goals, Son La province focuses on directing departments, branches, sectors and localities to increase the application of digital services, digital signatures, review and integrate digital signatures to integrate payment channels (QR code, Mobile Money, Cards, E-wallets, etc.), deploy Mobile, Money in disadvantaged areas and public areas. Research and exploit the use of the digital economic measurement portal for localities at http://kinhteso.ptit.edu.vn/ to provide a more comprehensive view of the digital economy, identify opportunities and efforts of the province in implementing digital transformation in the past and forecast the future. Deploy mass online open training platforms MOOCs; prioritize the application of IoT technology solutions in planning, investment in construction, operation and management of essential infrastructure such as electricity, water, traffic, smart cities, etc. to bring Son La to successful digital transformation.
