Survey on the implementation of building a learning society

On October 31, the survey team of the National Council for Education and Human Resources Development, Ministry of Education and Training, worked with the Provincial Steering Committee for Building a Learning Society on the implementation of building a learning society in the context of two-level local government.

To implement the Project on Building a Learning Society for the 2021 - 2030 period (Project 1373), Son La province has established a Steering Committee; developed a plan to implement the task of "Building a Learning Society for the 2021 - 2030 period".

Up to now, the rate of mobilizing 5-year-old children to attend class has reached 99.96%; the rate of 6-year-old children entering grade 1 has reached 99.94%; 11-year-old children completing primary school has reached 93.48%; 100% of students completing primary school have entered grade 6; the rate of students aged 15-18 with a junior high school diploma has reached 90.3%.

In the 2024-2025 school year, the province will open 45 new literacy classes with 1,567 students. The rate of people aged 15-25, 15-35, and 15-60 with level 2 literacy is 99.1%; 98.9%, and 96%, respectively. Son La province maintains the level 2 literacy standard.

Through inspection and evaluation, the whole province has over 344,200 "Learning Citizens", reaching 37.87%; 81.56% of families are recognized with the title "Learning Family"; 74% of clans are recognized with the title "Learning Clan" and 97.9% of units are recognized with the title "Learning Unit"; 97/204 "Learning Communities", 31/32 "Learning Units" at the provincial level are classified as good.

Based on the report of the Provincial Steering Committee for Building a Learning Society, the Survey Team proposed to clarify the contents of: Direction, management, and inter-sectoral coordination between the Department of Education and Training with departments, branches, and organizations in implementing the goals of Project 1373; clarify the implementation of learning models; allocation and use of funds from the state budget and socialized sources for the construction of learning associations; the current status of operations and connections of Continuing Education Centers, libraries, and cultural houses in serving the learning needs of the people; the level of application of information technology and digital transformation in creating open educational resources and organizing online learning forms for the people...

The survey team highly appreciated the preparation work of the Department of Education and Training (Standing Agency of the Provincial Steering Committee for Building a Learning Society) in developing the survey report. The team will receive opinions, synthesize recommendations and submit them to the National Council for Education and Human Resources Development to advise the Government and the Ministry of Education and Training , adjust policies, improve management mechanisms and propose breakthrough solutions to promote the building of an effective and sustainable learning society in the new context.
