Not enough conditions to reform salary policy for medical staff

Prime Minister Pham Minh Chinh has just issued Official Dispatch 516/TTg-KTTH in response to the question of delegate Nguyen Tao (National Assembly Delegation of Lam Dong province) about policies for medical staff .

Delegate Nguyen Tao commented that the current policies for health workers do not meet the living needs of health workers so that they can work with peace of mind and contribute. Most of the health workers in the public sector are receiving salaries according to Decree 204/2004/ND-CP and salary allowances, which are very low and do not ensure the lives of health workers.

Propose that the Prime Minister direct specialized agencies to study and amend Decree 204/2004/ND-CP on salary regime for cadres, civil servants, public employees and armed forces, in order to resolve the above issue.

Responding to delegates, Prime Minister Pham Minh Chinh said that the amendment of Decree No. 204/2004/ND-CP, the current salary regime for cadres, civil servants, public employees and armed forces (including health sector officials) implemented since 2004 has caused many limitations, inadequacies and is still low compared to the income level in the labor market and the living requirements of wage earners.

To overcome these limitations and shortcomings, the 7th Central Conference of the 12th Party Congress issued Resolution No. 27-NQ/TW on reforming salary policy for cadres, civil servants, public employees, armed forces and employees in enterprises, which clearly stated the viewpoints, goals, reform contents and main tasks and solutions on reforming salary policy for cadres, civil servants and public employees.

At the same time, direct the development and promulgation of a new salary system according to job positions, titles, titles and allowances... for cadres, civil servants and public employees (including health sector officials) to serve as a basis for developing a Government Decree to replace Decree No. 204/2004/ND-CP.

" However, due to the adverse impact of many domestic and international factors, especially the direct impact of the COVID-19 pandemic, there are not enough conditions to reform the wage policy ," the dispatch stated.

The Prime Minister said that during the period of not implementing salary reform, to ensure compliance with the socio-economic situation and the state budget capacity, the Government has assigned the Ministry of Home Affairs to proactively coordinate with the Ministry of Finance and relevant agencies to draft and submit to the Government for promulgation Decree No. 24/2023/ND-CP adjusting the basic salary from VND 1,490,000/month to VND 1,800,000/month (an increase of 20.8%) from July 1 for cadres, civil servants, public employees and armed forces.

At the same time, the Government assigned the Ministry of Home Affairs to continue to coordinate with relevant ministries and agencies to urgently study the opinions of National Assembly deputies, voters, ministries, branches and localities to complete the specific contents of the new salary regime according to Resolution No. 27-NQ/TW (including the opinions of deputies on the salary of health sector officials), and submit to competent authorities for consideration and decision.

According to the Prime Minister, in addition to the general regimes applied to civil servants in Decree 204, civil servants in the health sector are also subject to 3 special regimes.

Firstly, the internship period is shortened to 9 months due to the long training period (6 years for doctors). While the general regulation on internship period for civil servants is 12 months.

Second, the salary is higher when first recruited for resident doctors. Specifically, the title of doctor is ranked level 2 with a salary coefficient of 2.67.

Third, enjoy special regimes, including: preferential allowances for medical professions; regular allowances, anti-epidemic allowances, surgery and procedure allowances; regimes for doctors during rotation; allowances for village health workers.

" Thus, the total income of health sector officials, including the general regimes applicable to officials and the special regimes mentioned above, is improved compared to other sectors and professions, demonstrating the Party and State's concern for the health sector, " according to the Prime Minister.
