Construction of the 600 billion VND coastal road project in Quang Tri has not yet begun.

On September 20, the Quang Tri Province Construction Investment Project Management Board said that the coastal road project section through Cua Tung and Cua Viet bridges cannot be implemented yet because the site has not been handed over.

The coastal road project through Cua Tung and Cua Viet bridges was approved by the People's Committee of Quang Tri province in Decision No. 2960/QD-UBND dated December 9, 2024 with a total investment of VND 600 billion (from the central budget), implementation period from 2024-2025.

The project has a total route length of about 5.76 km, of which the section passing through Cua Tung bridge area has a total route length of about 3.16 km (the route is about 2.66 km long and the bridge is about 0.50 km long); the section passing through Cua Viet bridge area has a total route length of about 2.6 km.

According to the Quang Tri Province Investment and Construction Project Management Board, the project passes through the communes of Cua Tung, Ben Hai, and Nam Cua Viet, affecting 305 households/470 plots of land (Cua Tung commune: 126 households/230 plots, Ben Hai commune: 40 households/83 plots, Nam Cua Viet commune: 139 households/157 plots) and 312 graves will have to be relocated.

Regarding the inventory work, up to now, the People's Committee of Cua Tung commune has inventoried 87/230 plots of land affected by rice fields and other annual crop land, the remaining 143 plots have not been inventoried. Currently, the People's Committee of Cua Tung commune is verifying the origin of land use for the affected cases in the area from DT.576C road to the road to Tung Luat village; in which priority is given to the 500m long section affecting rice fields adjacent to Cua Tung bridge.

In Ben Hai commune, the locality has conducted an inventory of 4/83 plots of land affected by aquaculture land, residential land, and land for growing other annual crops. In Nam Cua Viet commune, the locality has conducted an inventory of 157/157 plots of land affected by rice fields, residential land, and land for growing other annual crops.

Also according to the Quang Tri Provincial Construction Investment Project Management Board, regarding the construction of resettlement areas, the Quang Tri Provincial People's Committee has issued a decision on capital allocation on August 27, 2025. In addition, the Quang Tri Provincial People's Committee has also issued a document assigning the People's Committees of communes to be the investors in implementing site clearance and construction of resettlement areas.

The project has 6 resettlement areas (Cua Tung commune: 2; Ben Hai commune: 1; Nam Cua Viet commune: 3 areas; including 1 cemetery resettlement area). Up to now, the communes have not yet established a construction area plan and have not yet implemented the investment steps for the project to build the resettlement areas.

Regarding project progress, the construction contract for the construction package was signed on June 27, 2025; contract value is VND 346,199 billion; implementation period is 6 months (completed before December 31, 2025). The project is implemented by the Joint Venture of Construction Joint Stock Company 525 and Construction Joint Stock Company 207.

Up to now, the Cua Tung bridge construction project has completed the construction of the public service road north of Cua Tung bridge (Cua Tung commune), completed pouring concrete for 12/74 bored piles. For the Ha Tay bridge project, the contractor has completed pouring concrete for 6/48 piles.

The contractor has not yet implemented the road section because the locality has not completed the site clearance work. The project implementation value to date has only reached 6.5 billion VND/346,199 billion VND, reaching 1.9% of the volume value.

Recently, during the project site inspection, Standing Vice Chairman of Quang Tri Provincial People's Committee Hoang Nam requested the investor and construction unit to strictly implement the direction of the Provincial People's Committee, uphold the spirit and responsibility in implementing key works and projects. At the same time, it is necessary to simultaneously and urgently complete resettlement areas to soon stabilize people's lives.

For households that are temporarily residing, Vice Chairman Hoang Nam directed local authorities to coordinate with the Provincial Construction Investment Project Management Board to pay attention and support people to stabilize their thoughts and lives.
