Quang Tri focuses on clearing land for high-speed railway project

Standing Vice Chairman of Quang Tri Provincial People's Committee Hoang Nam has just worked with departments, branches and localities to review the site clearance work for the North-South high-speed railway project passing through Quang Tri province.

According to the report of the Department of Construction of Quang Tri, the North-South high-speed railway project has a total length of 1,541 km, starting at Ngoc Hoi station ( Hanoi ), ending at Thu Thiem station (Ho Chi Minh City) with a total investment of 67.34 billion USD.

The North-South high-speed railway project passing through Quang Tri province will be more than 190 km long.

The route passing through Quang Tri province is more than 190 km long, occupying about 1,865 hectares of land, with plans to build two main passenger stations in Dong Son ward and Nam Dong Ha ward; four maintenance stations, and synchronous infrastructure works.

The route passes through 35 communes and wards in the province, directly affecting 7,277 households, more than 21,000 graves and requiring 17,064 billion VND for site clearance, including 51 resettlement areas and 28 cemeteries.

However, the project implementation process is still facing many difficulties such as adjusting the route direction at some locations; the progress of handing over land acquisition and clearance piles is still slow; the capital advance mechanism is unclear; land conversion procedures and land price differences after administrative merger have not been completely resolved...

At the working session, Standing Vice Chairman of Quang Tri Provincial People's Committee Hoang Nam directed relevant departments and localities to absolutely not be subjective or delay in project implementation; promptly summarize each difficulty and problem that arises, report fully for final handling according to authority, and not let it accumulate for a long time.

The Standing Vice Chairman of the Quang Tri Provincial People's Committee also requested relevant departments and branches to speed up the progress of planning and approving resettlement areas; advise on capital allocation plans for specific items for the province to report to the Ministry of Finance and the Government; standardize the land acquisition process, promptly issue specific instructions on converting land use purposes, handling environmental issues related to cemeteries and resettlement; and prioritize early implementation of resettlement area construction.

In addition, Vice Chairman Hoang Nam also directed the People's Committees of communes and wards where the railway passes through to strengthen field management, strictly control the land acquisition boundaries, and prevent illegal construction in the project area. In particular, the sectors and localities focus on developing detailed project implementation plans for the province and each locality to clearly define the work content, progress, resources, etc. as a basis for implementation.

It is known that recently, in some localities where the North-South High-Speed Railway project is expected to pass through in Quang Tri province, there has been a situation where people have built auxiliary works, barns, etc. to wait for compensation.

Faced with that situation, local authorities have focused on promoting propaganda and mobilizing households to voluntarily dismantle illegal constructions. After being propagated and mobilized by the authorities, initially, some households have proactively complied with the voluntary demolition of constructions.
