In recent times, medical facilities have often faced a shortage of blood for emergency and treatment purposes. In particular, since the operation of the 2-level local government model, the propaganda and mobilization work and organization of voluntary blood donation at the grassroots level have become more difficult, making the blood shortage situation even more serious.

According to Master Hoang Quoc Anh - Deputy Head of the Department of Hematology - Blood Transfusion, Provincial General Hospital, the daily need for blood for emergency and treatment is very large, while the blood supply in the reserve is limited, at many times there are less than 200 units in the reserve. Faced with that situation, the hospital had to call on organizations and individuals to come to the hospital to donate blood and mobilize the patients' relatives to participate in blood donation. In addition, we also continuously contacted and coordinated with the Provincial Youth Union, the armed forces and a number of provincial agencies and organizations to organize voluntary blood donation campaigns. However, after only a short time, the blood shortage situation recurred.

It is known that since the operation of the 2-level local government model, the number of communes and wards that have organized voluntary blood donation campaigns is very limited, which is the main reason why the amount of blood that medical facilities receive is not large.

Responding to the call of the Department of Health for voluntary blood donation, Ky Hoa is the first locality after operating the 2-level local government model to quickly organize a voluntary blood donation campaign. Mr. Vo Ta Cuong - Chairman of the People's Committee of Ky Hoa commune said: "After operating the 2-level local government model, despite facing many difficulties and a large amount of work, when the health sector called for blood donation, the commune directed mass organizations to propagate and mobilize union members to participate in voluntary blood donation to contribute part of their strength in emergency and treatment".

With the responsible participation of the Party Committee, the government and socio -political organizations, the blood donation festival in Ky Hoa collected over 273 units of blood, significantly supplementing the blood supply for the Provincial General Hospital. Later, other localities such as Thien Cam, Tien Dien, Huong Khe also quickly coordinated with the Provincial General Hospital to implement voluntary blood donation campaigns. However, in the context of a continuous shortage of blood resources, while up to now only 4/69 communes and wards have organized voluntary blood donation campaigns, the number achieved is still very "modest".

Master Hoang Quoc Anh - Deputy Head of the Department of Hematology - Blood Transfusion added: "Every year, the whole province needs about 9,500 - 10,000 units of blood for emergency and treatment. However, the amount of blood collected from blood donations since the beginning of the year has only met less than 70% of the actual demand. This makes many emergency cases difficult, directly affecting the lives of patients. To overcome the shortage of blood, in addition to the participation of provincial organizations and unions, we hope that the authorities of communes and wards will pay attention and increase the mobilization of voluntary blood donation at the grassroots level. Each locality needs to soon develop a plan, coordinate with the Red Cross and unions to effectively organize blood donations, creating a widespread impact in the community.

To solve the problem of blood shortage requires the active, proactive and responsible participation of communes and wards in propaganda, mobilization and organization of voluntary blood donation campaigns.
