Spreading the spirit of "Health Insurance - a card for everyone's health"

On October 3, 2025, the Central Party Secretariat issued Directive No. 52-CT/TW on "Implementing universal health insurance in the new period". This is a document of special importance, demonstrating the Party's political determination in building a sustainable health security system, aiming at the goal of all people being protected, cared for and improving their health. Closely following the Central's direction, Thanh Hoa province has proactively disseminated and specified key tasks, considering this a key orientation in social security work in the 2025-2030 period.

According to the report of Thanh Hoa Social Insurance, by the end of September 2025, the whole province had 3,319,601 people participating in health insurance, of which 513,558 people participated in the form of households; the health insurance coverage rate reached 88.19% of the population. Many localities have maintained the health criteria in the New Rural Development Program, while effectively implementing policies to support people participating in health insurance.

Recently, Thanh Hoa Private Healthcare Association in collaboration with local commercial banks such as VietinBank, Vietcombank, BIDV ... has awarded 455 million VND to support health insurance payments for people in difficult circumstances in 42 communes in the districts of Hoi Xuan, Quan Son, Ba Thuoc, Ngoc Lac and old Thuong Xuan. Thousands of people will be issued health insurance cards, helping them receive health care, reducing the burden of costs when sick or ill.

Mr. Tong Van Hung, Chairman of Thanh Hoa Private Healthcare Association shared that, responding to the emulation movement "The whole country joins hands for the poor - leaving no one behind" launched by the Government and the call of the Social Insurance sector, the private healthcare community wishes to contribute to helping people in difficult circumstances access social security policies and have health insurance cards to promptly examine and treat diseases when needed.

Mr. Vu Nguyen Hiep, Deputy Director of Thanh Hoa Provincial Social Insurance, said: In order for the support funds to reach the right beneficiaries and be effective, the Provincial Social Insurance has directed grassroots units to coordinate with local authorities to review and make a list of people in difficult circumstances who are eligible for support; organize the issuance of health insurance cards in a timely manner, in accordance with regulations, contributing to spreading the message "Health insurance - a card for everyone's health", helping people in difficulty access the social security policies of the Party and State.

Determined to achieve the goal of universal health insurance coverage

According to the goal of Directive 52, by 2026, the rate of people with health insurance cards will reach over 95% and aim for universal coverage by 2030. The Directive affirms the Party's deep concern for the health insurance policy - a humane policy for the health and happiness of the people. Following the direction of Directive 52, currently, communes and wards in the province are urgently developing plans, perfecting steering committees and support groups, clearly assigning tasks to each member; strengthening propaganda and dissemination of health insurance policies to each target group, raising awareness and responsibility of all levels, sectors, unions, organizations and people.

In Ba Thuoc commune, the steering committee for implementing social insurance and health insurance policies held its first meeting after the merger of the two-level local government; at the same time, it promoted propaganda, dissemination, and implementation of the Party's guidelines, the State's policies and laws on health insurance with the right focus and key points, suitable for each target group, in order to raise awareness and responsibility of all levels, sectors, unions, organizations and people on health insurance, thereby reaching consensus and participating in the social security policies of the Party and the State.

Ms. Nguyen Thi Trang, Head of the Department of Culture and Society, People's Committee of Ba Thuoc Commune, said: The implementation of Directive 52 is of great significance in ensuring social security and health care for all people. Based on the advice of the Social Insurance Agency and the Department of Culture and Society, the People's Committee of Ba Thuoc Commune has established and completed the steering committee for implementing social insurance and health insurance policies, in which many solutions, tasks and targets are proposed for each village and hamlet to increase the rate of people participating in health insurance, gradually realizing the goal of universal health insurance - for the health, happiness and security of the people.

With the proactive and drastic spirit of the entire political system, Thanh Hoa is ready to implement Directive 52-CT/TW from the last months of 2025. The provincial Social Insurance continues to promote its core role, coordinate with the health sector and localities to promote policy communication, link the responsibility of Party committees and local authorities with the results of developing health insurance participants; review and update data to avoid missing subjects. Along with that, the industry strengthens the application of information technology in management, reforming administrative procedures, improving the quality of service for people; applying artificial intelligence, big data in controlling and monitoring medical examination and treatment services, ensuring transparency and efficiency. Medical facilities in the province also promote investment in facilities, innovate service style, improve medical ethics of medical staff, towards patient satisfaction. These are specific and practical steps to build a comprehensive and sustainable social security system in the new period.

With the strong determination of the entire political system, the support of the business community and the people, Thanh Hoa is gradually realizing the goal of universal health insurance coverage. This is not only a concrete action to implement Directive 52-CT/TW of the Secretariat, but also a testament to the spirit of "leaving no one behind" in the journey to build a strong social security system, for the health and happiness of the people.
