Since 2016, the Postal Service has officially become an agent system for collecting social insurance and health insurance (BHYT). In the early days, there were many difficulties, but now My Tu District Post Office with a team of staff who understand the area and a team of collaborators covering all hamlets has easily approached and grasped the thoughts and wishes of the people, thereby facilitating the consultation and mobilization of people to participate in voluntary social insurance.

Participating in voluntary social insurance will receive a pension when retired, be granted a health insurance card, have a death benefit and many other benefits that will take effect from July 1, 2025. However, many people still do not know or do not fully understand these benefits. Therefore, the unit has determined that propaganda plays an important role in raising awareness of voluntary social insurance policies. To effectively implement this, the post office staff regularly goes to households to propagate at home. In addition, in coordination with the district social insurance and local authorities, they organize propaganda sessions for small groups of 7-10 people or conferences of 30 people or more. Not only does the unit propagate and disseminate policies and laws on voluntary social insurance, but it also answers questions and guides and supports people to register to participate.
When the staff of the post office and the Social Insurance of My Tu district came to his house to propagate the voluntary social insurance policy, Mr. Nguyen Van Lam in Muong Khai hamlet, My Huong commune, My Tu district decided to register to participate so that when he was old, he would not have to depend on his children and grandchildren but could proactively spend from his stable monthly pension. Mr. Lam said: “Before, I thought that only civil servants, public employees, and people working for state agencies could participate in social insurance. But after being informed by the Post Office and the Social Insurance of the district, I learned that the State now also has a policy for people and freelancers to participate in voluntary social insurance. When they reach retirement age, they will not only receive a monthly pension but also be issued a health insurance card and receive a death benefit. I found that there were many benefits and that it was suitable for me, so I registered to participate with a monthly contribution of 297,000 VND”.
Currently, My Tu District Post Office has 9 service points in 9 communes and towns, along with a team of staff trained in skills and knowledge and more than 140 collaborators covering all hamlets. Based on this advantage, in addition to propaganda in the form of "Going to every alley, knocking on every door", the unit also promotes propaganda about voluntary social insurance policies in many other forms such as when people come to use the service at the transaction point, the post office staff will distribute leaflets and flyers about voluntary social insurance. In addition, through digital technology platforms, the post office staff also regularly post articles, images... propaganda on social networking sites, share posts about the service on the fanpage of the Provincial Post Office as well as other social networking sites to spread the policy to the people widely and popularly.
Ms. Dang Thi Loan Qui - Director of My Tu District Post Office shared: "Aware that social insurance in general and voluntary social insurance in particular are humane policies of our Party and State, each postal employee participating in this work is very dedicated. During the propaganda process, we also try to provide detailed information, especially for areas with a large Khmer population so that people can access information easily."
With diverse and rich methods, My Tu District Post Office has helped the community understand the meaning and benefits of participating in voluntary social insurance, thereby promoting the increase in insurance coverage rate throughout the district, contributing to the local government as well as the district Social Insurance to successfully complete the assigned targets. It is noteworthy that in 2024, My Tu District Post Office mobilized 2,488 people to participate in voluntary social insurance, exceeding 106% of the assigned target; in the first 4 months of 2025, 162 new people participated in voluntary social insurance, the monthly renewal collection reached 90% or more.
With dedication and responsibility, My Tu District Post Office has contributed to the Social Insurance sector to bring the policies of the Party and State to all people, thereby creating opportunities for all people to access, participate in and enjoy voluntary social insurance policies. By participating in voluntary social insurance, people will have support when they retire and be guaranteed to replace or partially compensate their income when they encounter risks in life.
