Positive changes in combating IUU fishing: [Part 2] Promoting technology and digital transformation

Developing technology and promoting digital transformation in the fight against IUU fishing are being promoted by localities and units in the province according to the EC's recommendations.

Invest in modern technology

Mr. Le Cong Hung (residing in Ward 11, Vung Tau City), has a 350CV fishing boat for anchovies. He has been working in Vung Tau for nearly 30 years from Nghe An . He and 47 other members of the same profession gathered together and established the Hai Dang Anchovy Association in 2016.

“Since then, we have strived to go offshore and invest in developing our profession. At first, the technology was low, so the catch was only about 200 tons/year. After I invested in machinery and continuously improved the fishing technology every year, thanks to that, the exploitation efficiency increased by an average of 10-15%/year,” Mr. Hung shared.

After the digital conversion, Mr. Hung's ship has a full range of positioning devices, fish finders, radars, radio communications, net pulling systems and semi-automatic hydraulic steering. In 2024, Mr. Hung also invested 1.65 billion VND to replace the old fish finder with a more advanced fish capture device, which can detect fish flows within a radius of more than 1km at a depth of 15-17m. Thanks to that, the catch in 2024 reached more than 800 tons, an increase of more than 70% compared to 2023. With an average selling price of 10,000 VND/kg, after deducting costs, he still made a profit of more than 2 billion VND.

Similarly, the 3-boat offshore fishing fleet of Mr. Nguyen Dinh Ngoc's family (Ward 2, Vung Tau City) not only has a fish preservation cellar using CPF technology using composite materials, but also invested in a 15km long net (previously only 10km) with better net material (worth more than 4 billion VND), mechanized the entire process of dropping and collecting nets; in addition, a good positioning machine and a machine to filter seawater into fresh water.

Not only that, Mr. Ngoc also digitizes all activities of declaring import and export information, and keeping electronic fishing logs. For more than a year now, Mr. Ngoc's fishing boats have kept electronic fishing logs when going to sea via the Soba application on the mobile phone of Hiep Luc Phat Trien Viet Company Limited. Declare import and export information via the eCDT VN app of the Department of Fisheries and Fisheries Control. "Although it was a bit "clunky" at first, now that I'm used to it, I find it convenient, fast, and transparent, and we are very supportive," said Mr. Ngoc.

In mid-March 2025, the Department of Agriculture and Environment held a conference to widely deploy digital transformation in the management and supervision of fishing activities for industry managers, fishing ports and the Provincial Fisheries Association. At the conference, Hiep Luc Phat Trien Viet Company introduced software for digital management of fishing data at ports, provided technology guidance in digital transformation of fisheries, recorded electronic fishing logs and reported the location of fishing vessels that lost connection via the Soba application software.

Digital transformation of the whole industry

According to the Department of Agriculture and Environment, digital transformation in the fight against IUU fishing is being implemented synchronously in localities, authorities, fishermen and fishing ports in managing fishing fleets, monitoring output, tracing the origin of exploited aquatic products, and handling violations.

At each stage, there is separate software deployed by the Ministry of Agriculture and Environment for localities across the country to report and update information daily. Thanks to that, all data, information, records, fishing vessel activities (at sea and on land) and handling of violations are updated to the national fisheries data system (VnFishbase). This is one of the recommendations of the European Commission (EC) to remove the IUU "yellow card" in the upcoming inspection.

Mr. Cu Duy Cao Vy, representative of the Ben Loi - Binh Chau Fishing Port Management Board (Xuyen Moc district) said that currently most fishing vessels use eCDT VN software - the national electronic traceability system - to declare and enter data to create documents for fishing vessels entering and leaving ports.

Through this software, the fishing port also reports the number of fishing vessels entering and leaving the port each day, with sufficient valid documents, the quantity of seafood unloaded through the port, and issues certificates of origin of exploited seafood to businesses purchasing raw materials for processing and exporting to the European Union market.

Currently, the Ministry of Agriculture and Environment has 3 software for fisheries management, including: fishing port management software, fishing vessel management (through the voyage monitoring system) and IUU violation handling software. These software are independent of each other. In order to integrate these 3 software and better manage the local fishing fleet, in 2024, Ba Ria - Vung Tau province has deployed the development of software for fishing vessel management, tracing the origin of exploited aquatic products, sanctioning violations, contributing to removing the EC's IUU "yellow card" warning.

Mr. Nguyen Ky, Deputy Director of the Department of Science and Technology of Ba Ria - Vung Tau province, said that in addition to connecting data of 3 software of the Ministry of Agriculture and Environment, the province's fishing vessel management software also developed additional features suitable for local management needs.

Up to now, the software has basically been used at https://gstcvtu.vtctelecom.com.vn/ with some basic features such as: Monitoring, looking up fishing vessels; managing warnings, reporting violation statistics, integrating smart warning systems; managing exploitation activities at sea and vessels lying on shore (vessels not qualified for exploitation, "3 no" vessels, damaged vessels, rotten vessels,...) by location and by vessel size.

According to the Department of Science and Technology of Ba Ria - Vung Tau province, the province's fishing vessel management software has now been connected and synchronized with data from fishing vessel monitoring systems, the national fisheries database and the national electronic fishing log.

Currently, the Department has coordinated with the provincial Department of Fisheries and Fisheries Surveillance to update fishing vessel management data on the software with 48 information fields at a frequency appropriate to local management needs at the website https://ioc.baria-vungtau.gov.vn or the IOC application on smart mobile devices.
