Digital transformation, modernizing the tax industry

(QBĐT) - The Tax sector is making strong strides in digital transformation (DTS), information technology (IT) application, administrative procedure reform (CCTTHC), and providing electronic tax services (ETS) to comprehensively modernize tax management and create convenience for taxpayers. Reporters of Quang Binh Newspaper interviewed Mr. Doan Vi Tuyen, Director of the Provincial Tax Department to learn more about this issue.

- Reporter: With the motto of taking taxpayers as the center of service, together with the whole country, how has the provincial Tax Department implemented digital transformation work, sir?

- Mr. Doan Vi Tuyen: One of the important milestones of the provincial Tax sector in recent times is the application of IT and digitalization throughout the sector to streamline administrative procedures, creating favorable conditions for taxpayers. Typically, the implementation of tax services such as: Tax declaration, tax payment, tax refund, electronic invoices (E-invoices), tax applications on mobile devices, declaration and payment of registration fees, implementation of procedures related to land... The entire Tax sector has put into operation a series of digital solutions in the management and exploitation of revenues to the state budget.

The provincial Tax Department has focused on implementing the direction of the Prime Minister, the Ministry of Finance , and the General Department of Taxation on the implementation of electronic tax payment services. Thanks to active propaganda, guidance, and support, up to now, over 99% of taxes have been paid electronically. The Department has also actively promoted, guided, supported, and urged businesses, especially newly established businesses, to understand and register for online tax declaration. Up to now, 100% of businesses have made online tax declarations.

One of the outstanding results in the digital transformation process is that the Tax sector has successfully deployed e-invoices. On May 31, 2022, Quang Binh achieved a rate of 100% of organizations, enterprises and business households successfully registering to apply e-invoices. Completed 1 month ahead of the plan of the General Department of Taxation. With its efforts, attempts and outstanding achievements in deploying e-invoices, the Provincial Tax Department was unexpectedly commended by the Ministry of Finance and the General Department of Taxation.

Following the above successes, the provincial Tax Department has deployed the application of electronic invoices with tax authority codes generated from cash registers (KTTMTT). At the end of phase 1, 1,242 taxpayers successfully registered for KTTMTT electronic invoices. Currently, the provincial Tax Department is coordinating with service providers to deploy phase 2, striving to complete the target assigned by the General Department of Taxation by September 30.

The provincial Tax Department has also synchronously and effectively deployed mobile tax payment applications (Etax Mobile), land and house registration management and online public services on the Government's Electronic Information Portal, the centralized mobile tax management system (TMS) and mobile tax refund services. Up to now, 100% of tax refund dossiers for investment projects and export tax refunds have been implemented; 11,625 individual business households and 53,219 salaried individuals have successfully registered for the Etax Mobile application.

Along with traditional support propaganda methods, the Provincial Tax Department has made efforts to innovate and apply IT to support propaganda work through organizing online dialogue training conferences, collecting online opinions from taxpayers and creating fanpages and zalo pages to connect and exchange information with taxpayers.

Following the national digital transformation program, as well as the direction of the Ministry of Finance, the General Department of Taxation, the Provincial People's Committee, the Provincial Tax Department continues to review and reduce administrative procedures; promote digital transformation, modernize tax management at all stages; comprehensively reform the tax system in all fields, simplify administrative procedures, apply technology and innovation to create a favorable and transparent business environment for taxpayers.

- Reporter: Towards the goal of using personal identification numbers as tax codes (MST) to synchronize tax data with the national database (CSDLQG) on population, what solutions has the provincial Tax Department implemented to speed up the progress of standardizing personal MST?

- Mr. Doan Vi Tuyen: Implementing the direction of the Ministry of Finance and the General Department of Taxation, in recent times, the provincial Tax sector has resolutely promoted solutions to convert MTS according to personal identification codes, synchronize tax data with the National Population Database. The Tax Department identified that reviewing and standardizing personal tax code data is one of the important political tasks to complete the synchronization of tax data with the National Population Database and unify the use of identification codes as tax codes as prescribed in the Law on Tax Administration.

To ensure the goal of reviewing and standardizing personal tax code data, the Provincial Tax Department has developed a plan, roadmap, and coordinated the implementation of reviewing tax code data in each phase; promoted information and propaganda in various forms and methods suitable for each target group, to help individuals subject to review and standardization understand the benefits, thereby actively coordinating with the Tax sector to declare and provide tax registration information as required. At the same time, receive, answer, and support problems for taxpayers when implementing the standardization of personal tax code data.

In order to effectively and on schedule review and standardization of personal tax code data in the province, the Tax Department has promptly established a steering group and an implementation group to review and standardize personal tax code data in the province. Along with that, a detailed implementation plan has been developed and specific tasks and implementation targets assigned to each department and branch, in conjunction with the review and evaluation of emulation.

In 2024, to implement the review and standardization of personal tax codes to ensure that they meet the requirements for preparing for the transition to using personal identification numbers instead of tax codes as prescribed, the Provincial Tax Department will continue to direct units to coordinate with local agencies, especially the Public Security agencies at all levels, to coordinate with tax agencies in reviewing and standardizing personal tax code data.

- Reporter: What will the provincial Tax Department do to gradually and effectively implement the digital transformation process and modernize tax management in 2024 and the following years?

- Mr. Doan Vi Tuyen: The Tax Department has identified digital transformation and modernization of tax management by 2030 as a key task that requires the determination of the entire political system, consistent and synchronous implementation from provincial to local levels, and the determination of leaders, as a revolution of the entire people.

To achieve the set goals, all officials and civil servants of the provincial Tax sector identified IT development solutions in the direction of integration, concentration, people and businesses as the center, transparency, efficiency, speeding up work processing, reducing operating costs, as well as ensuring synchronization, efficiency, minimizing risks and errors to make the use of services on digital platforms of businesses and people easy and convenient; providing digital tax services and electronic data to facilitate taxpayers; continuing to implement projects on online public services at levels 3 and 4, maintaining the system of tax declaration, tax payment, and tax refund.

With the goal of "Taking taxpayers as the center of service", the Provincial Tax Department continues to innovate, create, and accompany people and businesses in the process of digital transformation of the industry towards modernity and transparency; continue to complete the procedures for handling administrative procedures in accordance with current practices and regulations.
