52/63 localities have lower domestic revenue collection in 9 months compared to the same period last year.

According to information from the Ministry of Finance , total state budget revenue in September is estimated at VND89,600 billion, equal to 5.5% of the estimate. Of which, domestic revenue is estimated at VND73,900 billion; revenue from crude oil is estimated at VND5,600 billion; budget balance revenue from import-export activities is estimated at about VND10,000 billion.

Accumulated in the first 9 months of 2023, total state budget revenue is estimated at 1,223.8 trillion VND, equal to 75.5% of the estimate, down 8.3% over the same period in 2022.

Of which, domestic revenue is estimated at VND 1,013.7 trillion , equal to 76% of the estimate and down 3.2% over the same period in 2022; revenue from crude oil is estimated at about VND 46,000 billion, equal to 109.5% of the estimate and down 22.5% over the same period in 2022; balanced revenue from import-export activities is estimated at VND 163,800 billion, equal to 68.5% of the estimate and down 26.3% over the same period in 2022.

Finance - Banking - 52/63 localities have lower domestic revenue in 9 months than the same period last year.

Up to 52 localities have lower revenue than the same period.

Regarding local revenue, it is estimated that 25/63 localities achieved domestic revenue of over 76% of the estimate in the first 9 months; 11/63 localities had revenue growth compared to the same period, while 52 localities had lower revenue compared to the same period.

In September, the Tax and Customs authorities continued to implement policies on tax, fee, charge exemption, and extension to support businesses and people. The total amount of exemption, reduction, and extension by the end of September is estimated at about VND 152,500 billion (about VND 49,600 billion exempted and reduced; about VND 102,900 billion extended).

Import-export activities in the first 9 months decreased compared to the same period last year. Total import-export turnover as of September 15, 2023 reached 461.1 billion USD, down 11.9%; of which import-export turnover of taxable goods decreased by 18.8% compared to the same period last year.

Some imported goods with large tax contributions to the budget have decreased sharply, affecting the state budget revenue by about 34,000 billion VND compared to the same period last year.

Total balanced state budget expenditure in September is estimated at VND 156,000 billion. Cumulative expenditure in 9 months reached about VND 1,239.4 trillion , equal to 59.7% of the estimate and up 14.1% over the same period in 2022.

Of which, development investment expenditure is estimated at about 363,300 billion VND, equal to 50% of the estimate decided by the National Assembly , equal to 51.38% of the plan assigned by the Prime Minister, up 43.5% (about 110,200 billion VND) over the same period; debt interest payment is estimated at about 72,300 billion VND, equal to 70.3% of the estimate, down 0.3% over the same period; regular expenditure is estimated at 801,900 billion VND, equal to 68.4% of the estimate, up 5.7% over the same period .
