On the afternoon of May 30, speaking at the group on the draft Resolution of the National Assembly on special mechanisms and policies for the development of Ho Chi Minh City, Minister of Home Affairs Pham Thi Thanh Tra said that in this draft resolution, some contents will be decentralized and delegated to Ho Chi Minh City, including the establishment of the Ho Chi Minh City Department of Food Safety.

According to Ms. Tra, on the political basis, based on Directive 17 of 2022, the Secretariat assigned the Government Party Committee to direct the summary of the Food Safety Law and study the improvement of the management apparatus towards a unified focal point.
Resolution 31 of the Politburo on the development of Ho Chi Minh City recently also allows decentralization and delegation of power to the city in some areas, including organizational structure. "In terms of law, related laws such as the Food Safety Law have also been regulated," said Ms. Tra.
In practice, the Minister of Home Affairs said that the Government has piloted food safety management boards since 2017 in Ho Chi Minh City, Da Nang, and Bac Ninh. The evaluation process shows that Ho Chi Minh City is the most effective pilot.
"Thus, the basis for establishing the Ho Chi Minh City Food Safety Department is complete, and can be piloted for 5 years, then the effectiveness of the operation can be evaluated," said Ms. Tra.
Ms. Tra also added that in the near future, the Ministry of Home Affairs will study decentralization to local authorities at the provincial level based on specific requirements and conditions so that localities can establish administrative organizations as specialized agencies under the provincial People's Committees as appropriate.
"If the Ho Chi Minh City Food Safety Department operates effectively and reasonably, when necessary, the Ministry of Home Affairs will advise on the establishment of food safety departments in large cities," Minister Tra emphasized.
Ms. Tra also affirmed that although additional focal agencies were established, the total number of organizational structures remained unchanged, in order to implement the Secretariat's directive that there would be only one unified focal point for food safety and hygiene management.
Discussing in groups, many delegates also expressed their agreement with allowing Ho Chi Minh City to pilot the establishment of a city food safety department.
"I think the establishment of the Department of Food Safety as a specialized agency of the Ho Chi Minh City People's Committee is ripe at this point, after more than 6 years of piloting. This establishment also does not increase the staff, with the current staff of the Food Safety Management Board and transfers some state management functions of the Ho Chi Minh City Department of Health, the Ho Chi Minh City Department of Agriculture and Rural Development and the Ho Chi Minh City Department of Industry and Trade," said delegate Nguyen Thanh Sang (Ho Chi Minh City delegation).
Among the 44 specific policies proposed by the Government for Ho Chi Minh City in the new draft resolution, there is a proposal for Ho Chi Minh City to establish the Ho Chi Minh City Department of Food Safety on the basis of transferring the state management function of food safety; inspection, handling of violations of the law, handling of administrative violations of food safety; and granting quarantine certificates for animal products out of the area from relevant departments to the Ho Chi Minh City Department of Food Safety.
The Ho Chi Minh City Food Safety Committee has been piloted since 2017, and is currently headed by Ms. Pham Khanh Phong Lan, former Deputy Director of the Ho Chi Minh City Department of Health.
