Checking the progress of completing the National Security and Safety Index set undertaken by the Ministry of Health

Attending the meeting were representatives of the Ministries: Public Security, Agriculture and Environment, Industry and Trade, Hanoi Food Safety and Hygiene Department, Quang Ninh Province Food Safety and Hygiene Department; and the Departments of Disease Prevention and Food Safety under the Ministry of Health .

Information at the meeting showed that, for the Epidemic Safety and Security Index, up to this point, 11 indexes have been reviewed, synthesized, and tested, divided into 3 groups.

Group 1: Infectious disease occurrence and outbreak has 6 indicators; Group 2: Prevention ability: 2 indicators; Group 3: Control response ability has 3 indicators;

All 11 indicators ensure full content and are supported by the Department of Science, Strategy and History of Public Security, Ministry of Public Security (V04) during the editing process.

Regarding the Food Safety and Security Index , the Department of Food Safety was assigned to coordinate with the Ministry of Industry and Trade and the Ministry of Agriculture and Environment to complete the criteria framework with 25 indicators, divided into 5 groups.

Group 1: Food safety risk with 8 criteria; Group 2: Food safety management and monitoring system capacity with 8 criteria; Group 3: Ability to prevent, respond to and control food safety incidents with 2 indicators; Group 4: Awareness and compliance with food safety regulations with 2 indicators; Group 5: Assessment of people's perceptions with 5 indicators.

Currently, the Food Safety Department has updated data over the past 5 years, conducted the second test run, and strived to complete the plan before November 20, 2025.

At the meeting, delegates discussed and gave their opinions to further improve the 2 sets of indicators, especially the set of indicators for food safety and security. These included proposals to revise legal documents to be more suitable to reality; more specific in defining terms and explaining words; more specific and clear in the meaning of the criteria to ensure high feasibility; choosing an approach to proactively handle when put into operation; unifying the contents; providing specific implementation instructions...

Concluding the meeting, Deputy Minister of Health Do Xuan Tuyen acknowledged the efforts and responsibilities of the units in completing the framework and conducting a pilot run of the two sets of indicators for security, disease safety and food safety, meeting the set plan earlier than expected.

The Deputy Minister requested that in the coming time, units of the Ministry of Health coordinate with ministries and localities to continue to complete, analyze the basis, and study the details so that the two sets of indicators achieve the best results when submitting to the Central Steering Committee.

Regarding the Department of Food Safety, the Deputy Minister requested that it is necessary to absorb the opinions of the Ministry, branches, and 2 localities to make the security and safety index on food safety clearer and more specific for the Ministry, with feasibility and decisiveness in practice; the Department also needs to regularly coordinate with the Ministry of Public Security, Agriculture and Environment, and Industry and Trade to promptly make adjustments, in order to conduct a trial run on November 15, 2025.

The Deputy Minister suggested that both the Department of Disease Prevention and the Department of Food Safety, during the trial operation, continue to analyze, evaluate, select standard indicators, and take potential, decisive, valuable, feasible, and scientific indicators to serve future state management work.

Deputy Minister Do Xuan Tuyen assigned the Department of Planning and Finance to continue reviewing and urging the progress of units, proactively preparing a summary document outline to submit to the Government Steering Committee to build a set of national security and safety indexes according to the plan's schedule.
