Announcing the planning of Hung Yen province for the period 2021-2030

On the afternoon of July 7, in Hung Yen, Prime Minister Pham Minh Chinh attended a conference to announce the planning for the 2021-2030 period, with a vision to 2050, and promote investment in Hung Yen province in 2024, according to the Government Electronic Information Portal.

At the conference, the Minister of Planning and Investment presented Decision No. 489/QD-TTg dated June 10, 2024 of the Prime Minister approving the planning of Hung Yen province for the period 2021-2030 to the provincial leaders.

The Ministry of Planning and Investment and Hung Yen province granted investment registration certificates and investment policy approval decisions for 24 projects with a total capital of 760 million USD and 10,000 billion VND in the fields of: Industrial park infrastructure, urban areas, commerce, electronics, logistics, interior design, electronic components, mechanics... to domestic and foreign investors.

Speaking at the conference, Prime Minister Pham Minh Chinh assessed that the planning of Hung Yen province has been carefully, methodically and scientifically prepared; built with breakthrough thinking and long-term vision on the basis of promoting distinct potentials, outstanding opportunities, competitive advantages from nature, people, traditions, culture, history, with inheritance and development.

The planning goal has been clearly defined, by 2030, Hung Yen will become a modern industrial province, with economic scale and development level among the leading groups in the country.

By 2050, Hung Yen will become a centrally-governed city, a smart, beautiful, civilized, cultured city, rich in cultural identity, fully promoting the core values of ancient Pho Hien culture; a livable place in the Red River Delta.

In order for the province to achieve its set goals and contribute to the "Red River miracle", Hung Yen must be proactive in implementing and concretizing the planning.

The Prime Minister pointed out 8 key tasks and solutions, first of all, organizing the effective implementation of the planning, ensuring synchronization and conformity with the national master plan, regional planning, and sectoral planning. Urgently develop a scientific plan to implement the provincial planning, in accordance with resources, situations, practical requirements, and people's aspirations.

Second, continue to strongly improve the business investment environment, focusing on creating breakthrough reforms, simplifying administrative procedures, building digital government, creating an open, public, transparent and equal business investment environment.

Third, mobilize and utilize state, private and other legal resources to invest in developing synchronous and effective infrastructure, prioritizing transport infrastructure to create domestic and international connections. Prioritize investment in dynamic, key projects with great spillover effects, creating new development space, new momentum and capacity.

Fourth, promote digital transformation, innovation, creative startups, create incubators, develop businesses, form large enterprises; develop science and technology, apply science and technology; have policies and regimes to treat and attract human resources, especially high-quality human resources.

Fifth, promote economic restructuring, associated with growth model innovation, productivity improvement and competitiveness enhancement. Promote the driving role of urban areas, promote civilized, modern and sustainable development.

Sixth, comprehensively develop culture and society; highlight cultural identity, traditions of civilized land, strengths in ecology, spirituality, and festivals.

Seventh, focus on building a clean and strong Party organization and political system; a contingent of cadres and Party members with sufficient capacity, qualities, prestige, daring to think, daring to do, and creativity; improving the effectiveness and efficiency of governments at all levels and the political system; stepping up the fight against corruption, waste, and negativity.

Eighth, do a good job of policy communication, propaganda, and widely disseminate provincial planning in various forms so that people, businesses, and investors can understand and grasp it.
