Today, April 26, the Vietnam Academy of Science and Technology (VAST) organized an international class on improving the capacity for strategic planning of research and development with the V-COMPAS System. The class focuses on training activities, instructing scientists on how to operate and exploit V-COMPAS.
Dr. Hyuck Jai Lee, Director of V-COMPAS Project, introduces the Vietnamese version of COMPAS System
COMPAS is a technology competitiveness analysis system that supports researchers' decision-making process in research and development activities. The system detects and analyzes global technology activities based on input sources such as scientific articles and patent data platforms.
Do not replace researchers working
According to Dr. Hyuck Jai Lee, Director of the V-COMPAS Project, COMPAS is an online tool, designed to be user-friendly, not only serving researchers but also ordinary people in need.
COMPAS not only provides data models but also provides analysis, reporting recommendations... "But COMPAS does not replace researchers in their work, or in their decision-making. It strengthens the basis for scientists to make the best decisions," said Dr. Hyuck Jai Lee.
COMPAS System Interface Vietnamese version
To help scientists visualize the effectiveness of the COMPAS system more easily, Dr. Lee gave an example: When someone wants to research and develop a technology in the field of solar cells, they will have to answer a series of questions: Who has the same interest? What are they doing? What is the core technology of the field you are interested in? How can we develop our technology? Is there still a market opportunity for us to introduce new technology? How can the technology we intend to introduce attract attention in the market?...
"COMPAS helps you answer these questions quickly. For example, for the first question, you will have the answer in about 1 minute. When you save time, you also save money," said Dr. Lee.
According to Dr. Lee, COMPAS was built by the Korea Institute of Science and Technology Information (KISTI) and put into use in Korea since September 2013. To date, COMPAS has had more than 6,000 users. Of which, more than 50% are researchers and developers from the business sector, the rest are mainly researchers from research institutes (both academic and applied).
Support in identifying priority technology sectors
According to Mr. Dao Manh Thang, Deputy Director of the National Agency for Science and Technology Information (Ministry of Science and Technology), V-COMPAS is a product of scientific research cooperation and technology transfer between the two governments of Vietnam and Korea. The two countries have a tradition of cooperation in the field of research. However, in the past, cooperation activities were mainly the exchange of experts, sharing and updating information in the field of science and technology of the two countries.
Recently, the two sides have promoted a number of activities more vigorously, including the completion of the national science and technology information system to serve the activities of researchers at institutes and universities. One of the successes of this international cooperation is the construction, transfer, operation and exploitation of V-COMPAS.
Scientists in the classroom
Professor Le Truong Giang, Vice President of the Vietnam Academy of Science and Technology, said that in order to carry out research topics and projects from specialized to multidisciplinary and multi-field, scientists' need to access data sources is very large.
Not only data at the academic scale but also at the inter-regional, national scale, as well as international science and technology issues.
Equipping tools to support research and technology management activities to help scientists search, look up and support information analysis, find new technologies, and keep up with world technology trends is extremely necessary.
At the same time, science and technology managers need tools to evaluate technology, helping to make the right investments in priority technology sectors. COMPAS system is the right tool for this need.
