Sufficient legal basis

Associate Professor Dr. Tuong Duy Hai - Hanoi National University of Education, cited: The Ministry of Education and Training has issued a Digital Competency Framework and guided educational institutions in developing digital competencies for learners, including digital competency domain 6: Developing the ability to apply artificial intelligence for students. Students from grades 1 to 12 are clearly defined in terms of their ability to apply AI in their studies and daily life.

This is a breakthrough in the continuous innovation of the education system, helping students gain in-depth understanding and the ability to apply digital technology in their studies and work. At the same time, students can take shortcuts and anticipate the development of AI in education, life and career guidance.

Pursuant to Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on science, technology, innovation and national digital transformation development, and Decision 131/QD-TTg dated January 25, 2022 approving the Project "Enhancing the application of information technology and digital transformation in education and training for the period 2022 - 2025, with a vision to 2030", the Ministry of Education and Training deploys the Digital Competency Framework and digital skills education according to Circular 02/2025/TT-BGDDT.

Mr. Thai Van Tai - Director of the General Education Department said that recently the Department has included appropriate content in the curriculum in an integrated or enhanced manner, without disrupting the subjects and with sufficient legal basis for schools to easily implement.

The Department of General Education has analyzed the General Education Program for Information Technology and other subjects to determine the level and requirements of digital competence according to the Digital Competency Framework, and has developed a detailed table describing digital competence at each level from primary to high school, ensuring the objectives of the 2018 General Education Program, in accordance with international practices and Vietnamese reality. At the same time, the program has been reviewed for each level, class, subject/educational activity to identify opportunities for developing digital competence for students.

The draft report on the Digital Competency Framework for Teachers by Deputy Director Pham Tuan Anh - Department of Teachers and Educational Managers shows that the Department has coordinated with UNICEF and related units to establish a Research and Survey Board in localities. The draft divides competencies into two groups: Basic digital competencies and specialized digital competencies, demonstrating the ability to apply digital technology solutions and tools in the implementation of teachers' careers.

Bringing STEM, AI and digital skills into general education not only meets the requirements of the program, but also prepares the foundation for the country's development aspirations. Training today's generation of students means forming a class of digital citizens with global thinking, the courage to integrate and be creative in the AI era.

This will be the key resource to help Vietnam achieve its goal of becoming a developed, high-income nation by 2045 – the 100th anniversary of the country’s founding. Education is one step ahead, nurturing digital citizens from school is the key to unlocking the door to the future.

RMIT University Vietnam will accompany the Ministry of Education and Training in the process of educational reform. In the context of rapid technological change, the digital competency framework offers the opportunity to integrate inclusive, flexible and future-oriented learning methods into teaching. - Professor Scott Thompson - Whiteside - General Director of RMIT University Vietnam
