On December 20, Lam Dong Provincial People's Committee issued a document assigning Da Lat City to prepare documents, explain tasks, and project to adjust the urban landscape design around Xuan Huong Lake to submit to the Provincial Planning Appraisal Council for study before organizing a meeting, appraisal, and approval.
Areas A and B of Tran Quoc Toan Park will become high-end commercial and service areas.
Accordingly, the total area of the urban design adjustment area is 37.2 hectares, including the approved urban design scale of about 27.9 hectares. Da Lat City proposed to expand the landscape area around Xuan Huong Lake by 9.3 hectares towards Tran Quoc Toan Park.
This location was planned more than 20 years ago as an international-scale garden of rare and exotic flowers, but now about 50% of the area is abandoned with many high concrete piles. It is known that after the conversion of function, this land will be auctioned by Lam Dong province to have more funds to build the Tan Phu - Bao Loc and Bao Loc - Lien Khuong expressways. The expected revenue is over 1,500 billion VND.
Tran Quoc Toan Park is deserted.
This extension includes areas A and B of Tran Quoc Toan park, which functions as a high-end commercial and service area combined with a thematic park; the building has a roof peak not exceeding an altitude of +1,504 m (VN 2000), ensuring limited conflict with the bell tower of Da Lat Pedagogical College.
For area C, which functions as a park, only rest huts and public toilets will be arranged. For the area adjacent to Cu Hill Golf Course (the area from the City Flower Garden to the intersection of Dinh Tien Hoang - Tran Quoc Toan Street), the urban design will be adjusted from "static" to "dynamic" characteristics.
Area C of Tran Quoc Toan Park only has rest huts and public toilets.
Adjust the road clearance in the direction of retaining Tran Quoc Toan Street and the existing sidewalk with a road clearance of 12 m (replacing the road clearance of 20 m according to Decision No. 1081/QD-UBND dated April 29, 2021 on approving local adjustments to the urban design of the landscape area around Xuan Huong Lake, Da Lat City); at the same time, renovate 2 traffic intersections (Tran Quoc Toan - Tran Nhan Tong and Dinh Tien Hoang - Tran Quoc Toan) and install traffic lights at these 2 intersections.
The area adjacent to Cu Hill Golf Course adjusts the urban design from "static" to "dynamic" in nature.
According to the Department of Construction of Lam Dong province, the principle of implementing this planning design adjustment is to inherit and promote the approved urban design; promote the cultural and historical values of the area, respect the natural landscape and terrain in the area; organize the space and shape of architectural items; and the landscape is in harmony with the area.
