The investment project to build Ring Road 2.5 from Nguyen Trai (National Highway 6) to Dam Hong in 4 wards: Thuong Dinh, Ha Dinh, Khuong Trung and Khuong Dinh was approved by the Hanoi People's Committee in Decision No. 5908/QD-UBND dated November 20, 2023 with a total recovered area of 60,902.1m2.
The project is about 1,520m long, starting point Km0+000 connecting with Nguyen Trai Street (National Highway 6) in Thuong Dinh Ward, Thanh Xuan District; ending point Km1+520 connecting Ring Road 2.5 Dam Hong - National Highway 1 section in Khuong Dinh Ward, Thanh Xuan District.
Up to now, Thanh Xuan district has completed the investigation, survey, measurement, and inventory of land and assets attached to land for 704/704 cases (687 households and 17 organizations).
At the conference, voters' representatives of the wards within the land clearance area all expressed their high agreement with this project, and people were willing to hand over the land for the project, in order to reduce traffic congestion and increase regional connectivity.
However, voters also requested and hoped that the authorities would guide and confirm the origin of the land when households no longer have relevant documents; consider and have a plan to compensate for new settlements with conditions equal to or better than the previous place of residence.
Voters also recommended that households with small areas and difficult circumstances be arranged resettlement accommodation to hand over the site for the project.
Voters recommend that after land is recovered to implement the Ring Road 2.5 project, competent authorities should issue land use right certificates to families whose remaining residential land area meets the prescribed conditions.
Speaking on receiving voters' recommendations, Deputy Secretary of the District Party Committee, Chairman of the Thanh Xuan District People's Council Nguyen Minh Tien affirmed that this is a meeting with voters to promote the role of the District People's Council in receiving and promptly resolving voters' legitimate opinions, aspirations and recommendations. Especially issues related to legitimate rights and interests, directly affecting people's lives such as site clearance, compensation, support and resettlement.
On behalf of the Standing Committee of the District People's Council, comrade Nguyen Minh Tien acknowledged that the work of clearing the Ring Road 2.5 was carried out by the District People's Committee, relevant units, and Ward People's Committees with a high sense of responsibility, drastic direction, and determination to successfully complete the key task in the socio -economic development of the district.
To continue to accelerate the project's site clearance progress, in the coming time, the Standing Committee of Thanh Xuan District People's Council requests the District People's Committee and relevant wards to direct the strengthening of state management of land management and construction order in the area, especially in the area within the project's site clearance boundary; promptly and strictly handle violations, not allowing new violations to arise; focus on determining land prices; issuing land recovery notices; developing compensation, support and resettlement plans... ensuring compliance with procedures and regulations of law.
At the same time, proactively coordinate with city departments, branches and sectors to promptly resolve difficulties, problems, inadequacies and policy mechanisms to ensure the rights of households when their land is recovered for project implementation.
