Voters in Hau Giang province highly agree with the organization of a two-level government

Speaking with the Government Electronic Newspaper, Standing Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Hau Giang Province Nguyen Tuan Anh said: Through meetings with voters before the 9th Session of the 15th National Assembly, voters expressed high consensus on the arrangement and organization of the 2-level government to streamline the apparatus and operate effectively and efficiently.

The Standing Deputy Secretary of the Provincial Party Committee and Head of the National Assembly Delegation of Hau Giang Province emphasized: The policy of streamlining the apparatus and rearranging administrative units at all levels is very correct. Party committees and authorities at all levels in the province have taken the right steps according to the requirements of the Central Government and the specific conditions of the province. In order for the merger and consolidation to proceed smoothly, the leaders of Hau Giang Province have received the consensus, support and cooperation of voters.

According to Mr. Nguyen Tuan Anh, voters of Hau Giang province have high expectations that the organization and streamlining of the apparatus will create resources, space and development potential for the province and commune and ward levels after the merger.

At the same time, voters also appreciated the National Assembly for promptly issuing resolutions on this work, such as Resolution No. 76/2025/UBTVQH15 of the National Assembly Standing Committee on the arrangement of administrative units in 2025, which helped localities promptly implement administrative unit mergers in accordance with the Central Government's direction.

Voters expressed their delight at the Government's determination and utmost efforts to promptly institutionalize the Politburo and National Assembly's policies on innovation and reorganization of the political system in the context of "running and queuing at the same time". Thereby, liberating and promoting all human resources of the country.

Sharing information about some of the results achieved in the first quarter of 2025, Mr. Nguyen Tuan Anh said: Hau Giang province's economic growth rate increased by 9.57%, leading the Mekong Delta region, ranking 13th in the country, with positive prospects with the ability to achieve the double-digit development target according to the Central Government's Project and the Provincial Party Committee's Socio-Economic Development Program for 2025.

The economic structure continues to shift in the right direction: Industrial production, trade, and services grow rapidly; agriculture develops comprehensively, creating jobs and increasing income for agricultural and rural workers.

Production and business activities in most areas have grown well; progress in implementing key projects of the province, highways are progressing according to plan, construction quality ensures technical requirements.

Notably, all provincial reform indexes increased in rank compared to last year. The administrative reform index PAR INDEX ranked 18/63, up 1 rank; the public administration and governance performance index PAPI ranked 23/63, up 20 ranks, in which the component index on public administrative procedures, Hau Giang ranked first nationwide.

According to Hau Giang province's plan, after consulting voters on the project to rearrange commune-level administrative units and build a model of organizing two-level local government in Hau Giang province, it is expected that on April 25, Hau Giang Provincial People's Council will approve this project to report to competent authorities for consideration and direction.

Merge commune level from 75 to 28

According to Hau Giang Provincial Party Secretary Dong Van Thanh, Hau Giang province strictly implements the spirit of "running while queuing"; "the Central Government does not wait for the locality", "the provincial level does not wait for the district level, the district level does not wait for the grassroots level", "no work interruption" in implementing innovation, arrangement, and streamlining of the Central apparatus.

All work must be carried out simultaneously, ensuring synchronization, unity, smoothness, and efficiency, and not allowing the organization of the apparatus to interrupt the operations of agencies, production and business activities, and daily activities of people and businesses.

Hau Giang province has developed a project to rearrange commune-level administrative units into new grassroots administrative units and submitted it to the Government for submission to the National Assembly Standing Committee for consideration and approval: From 75 commune-level administrative units (51 communes, 13 wards, 11 towns), reduced to 28 commune-level administrative units (21 communes and 7 wards). Thus, the whole province reduced 47 commune-level administrative units (30 communes, 06 wards and 11 towns), reaching 62.66%.
