The Drug Administration of Vietnam said that the above product is being brought to market and manufactured by Vinamake Joint Stock Company (Address: Group 8, Le Thanh Tong Street, Tan Thinh Ward, Hoa Binh City, Hoa Binh Province; Now Group 8, Le Thanh Tong Street, Hoa Binh Ward, Phu Tho Province).
According to Deputy Director of the Drug Administration Department Ta Manh Hung, the reason for the recall is because the cosmetic product sample was appraised at the Institute of Criminal Science of the Ministry of Public Security and determined that the above product sample did not detect a number of substances as declared in the ingredients and on the product label and packaging and was concluded by the Economic Police Department - Phu Tho Provincial Police to be "counterfeit goods" based on the provisions of Point b, Clause 7, Article 3 of Decree No. 98/2020/ND-CP dated August 26, 2020 of the Government.

The Drug Administration of Vietnam requests the Department of Health of provinces and cities to strengthen communication and information to businesses and cosmetic users and to propagate to local people not to trade or use the violating Natural Black Hair Colorant Shampoo (Brand: Vinamake); return the product to the supplier and promptly report to the authorities when detecting the above-mentioned violating products.
Proceed to recall the above-mentioned violating products; inspect and supervise units implementing this notice; handle violating units according to current regulations.
Direct the Testing Center to increase sampling and quality inspection of cosmetic products circulating in the area; set up a hotline to receive information about fake cosmetics, smuggled cosmetics, and cosmetics of unknown origin in the area to promptly coordinate with competent authorities to verify and handle.
The Drug Administration of Vietnam requests Vinamake Joint Stock Company to send a recall notice to the distribution and usage establishments of Natural Black Hair Colorant Silver Shampoo (Brand: Vinamake); Receive returned products from business establishments and recall all violating products; Send a product recall report to the Drug Administration of Vietnam before November 28, 2025.
Regarding the Phu Tho Department of Health, the Drug Administration Department requested to coordinate with local authorities to supervise Vinamake Joint Stock Company in recalling the violating Natural Black Hair Colorant Shampoo (Brand: Vinamake); Report the results of inspection and supervision to the Drug Administration Department before December 12, 2025.
Previously, regarding this company, as Health & Life reported, the Drug Administration (Ministry of Health) sent a document to the Department of Health of provinces and cities; Vinamake Joint Stock Company regarding the suspension of circulation and nationwide recall of the following 3 products:
- DR. Hair Ginger Shampoo (Brand: Vinamake), Registration number: 24/24/CBMP-HB;
- DR. Ginger Shampoo (Brand: Vinamake), Registration number: 23/24/CBMP-HB;
- Nano silver feminine hygiene solution with perfume scent (Brand: Vinamake), Registration number: 122/23/CBMP-HB.
