Provincial Tax Department: Proactively combat revenue loss, increase support for businesses to overcome difficulties

Since the beginning of the year, although the state budget tax collection has encountered many difficulties due to the impact of policies and the impact of the economy , the Tax sector has proactively and flexibly implemented many solutions to remove difficulties, contributing to reducing pressure on enterprises, so the production and business situation in the province has improved, promoting economic recovery, creating momentum for the Tax sector to perform well in tax collection tasks.

MANY REVENUE ACHIEVED, EXCEEDED ESTIMATES

In the first half of 2023, the economy was negatively affected by the impact of the COVID-19 pandemic and the world economic and political instability. However, with the determination to collect the highest estimated state budget revenue, the Provincial Tax Department has requested its affiliated units to drastically implement measures to increase revenue, nurture revenue sources and prevent tax losses, arrears, etc. At the same time, the Tax sector focuses on promoting digital transformation in propaganda, support, and removing difficulties for taxpayers in a synchronous manner on digital platforms. At the same time, focus on supporting businesses to access new tax policies as well as policies on tax payment extension, tax reduction, land rent, value-added tax reduction, etc., creating conditions for businesses to remove difficulties, promote investment, expand production and business, and create revenue for the state budget.

As a result, the total state budget revenue in the past 6 months reached VND 2,239 billion, equal to 61.34% of the estimate, compared to the same period of 94.4%. 9/15 revenue items reached and exceeded the progress of the estimate; 6/15 revenue items increased compared to the same period of 2022; 7/8 units achieved progress of over 50% compared to the assigned estimate.

In the past 6 months, the provincial Tax Department has completed 6 inspections, with a total tax payment after inspection of nearly 8.5 billion VND; completed 83 inspections, with an increase in revenue after inspection of over 6.5 billion VND; resolved 342 personal income tax refund dossiers; 2,174/2,200 enterprises have made tax declarations online, accounting for nearly 99% of the number of taxpayers under management; 100% of tax refund dossiers have so far been resolved electronically; resolved tax refunds for 31 dossiers with an amount of 46.4 billion VND...

RESOLUTIONAL SOLUTIONS TO AVOID REVENUE LOSS

In the context of the world and domestic economy still having to deal with many difficulties and challenges, along with the decrease in some tax revenues due to the implementation of the Government's tax and fee reduction policy such as: 50% reduction in registration fees according to Decree 41, 2% reduction in value added tax rate according to Decree 44... it is forecasted that there will be an impact and create great pressure on the implementation of the State budget collection task in the last months of the year of the Tax sector.

In 2023, the Provincial Tax Department was assigned by the General Department of Taxation to collect domestic revenue of VND 3,650 billion. To ensure revenue coverage, "collect correctly - collect fully - collect promptly" revenues to the State budget, the Provincial Tax sector focuses on many solutions to nurture revenue sources and drastically increase revenue in taxes with room for exploitation.

Accordingly, the Provincial Tax Department continues to promptly and effectively implement support packages on tax exemption, reduction, and extension of land rent of the National Assembly and the Government according to production and business recovery programs to support people and businesses to quickly restore production and business activities, creating sustainable revenue for the State budget.

Continue to promote tax administrative procedure reform, modernize tax management; Maintain dialogue between tax authorities and taxpayers to promptly resolve difficulties and problems of taxpayers; Strengthen propaganda and support for taxpayers by electronic means and social networks; Timely commend organizations and individuals who are conscious of fulfilling tax payment obligations and contributing large amounts of revenue to the state budget; Strive to reach 70% of enterprises, taxpayers, organizations and business households that are required to declare, register and use electronic invoices generated from cash registers by the end of 2023; Speed ​​up the processing and settlement of value-added tax refund dossiers for taxpayers.

Resolutely implement measures to urge tax debt collection and enforce tax debt collection in accordance with regulations; resolutely handle tax debt enforcement for cases of deliberate procrastination and long-term tax arrears in many forms. Review and look up illegal electronic invoices; Verify and identify newly established enterprises that do not use electronic invoices, causing tax losses; Strengthen the lookup of input and output invoices to prevent tax losses; Focus on inspecting and examining industries, fields, and enterprises with high tax risks or large revenue potential, including enterprises with related transactions, e-commerce enterprises, real estate enterprises, enterprises operating on digital platforms... to prevent revenue losses, prevent revenue erosion, and increase state budget revenue.

In particular, the Tax sector will closely monitor the "health" of enterprises to identify the risks that enterprises have faced and are facing in order to advise the Provincial People's Committee on fundamental solutions on finance, investment, inflation control, and timely minimize external impacts affecting the production and business activities of enterprises. Thereby maintaining stability, maintaining economic growth momentum, completing the task of collecting state budget revenue, contributing to completing the socio-economic goals in 2023.
