Department of Publishing, Printing and Distribution: Prioritizing institutional improvement, handling violations and promoting industry development

Reporting at the meeting, Director of the Department of Publishing, Printing and Distribution Nguyen Nguyen said that the Department of Publishing, Printing and Distribution is an administrative organization under the Ministry of Culture, Sports and Tourism, performing the function of advising and assisting the Minister in state management and law enforcement in the fields of publishing, printing (including printing of non-publication products) and distribution of publications (hereinafter referred to as the field of publishing, printing and distribution).

Based on the awareness that publishing is one of the 12 cultural industry sectors and the Minister's directive to shift from doing culture to managing culture, the Department identifies key tasks in 4 aspects: Institutional building; Organizing law enforcement; Inspection, examination and handling of violations; Supporting solutions to promote industry development.

Specific tasks include:

Propose to develop a Law amending and supplementing the Law on Publishing;

Complete legal documents guiding the implementation of the State budget publishing program;

Orientation of publishing topics to prepare for Party Congresses at all levels towards the 14th National Congress of the Party;

Organizing the 4th Vietnam Book and Reading Culture Day;

Organize the 8th National Book Awards; strengthen coordination in inspection, examination, and handling of illegal printing and copyright infringement in cyberspace;

Participate in foreign affairs activities and publish books for foreign affairs;

Developing the market for interactive e-books, concise books, short books...

The Director of the Department of Publishing, Printing and Distribution also reported on a number of difficulties and problems in publishing, printing and distribution activities and presented a number of proposals and recommendations to the leaders of the Ministry of Culture, Sports and Tourism .

At the meeting, leaders of units of the Ministry of Culture, Sports and Tourism and the Department of Publishing, Printing and Distribution spoke and discussed contents related to the implementation of tasks in 2025 of the Department of Publishing, Printing and Distribution as well as coordination between units in the Ministry.

On behalf of the leaders of the Ministry of Culture, Sports and Tourism, the Minister acknowledged and commended the efforts of the leadership and staff of the Department of Publishing, Printing and Distribution. The Minister also assigned key tasks in the coming time to the Department of Publishing, Printing and Distribution.

Key tasks in the coming time of the Department:

Firstly, give top priority to institutional improvement. The Department needs to research and advise competent authorities to contribute content related to the fields of publishing, printing and distribution to the documents of the National Congress of the Party.

The Department needs to urgently report to the competent authority to amend the Publishing Law in the new spirit of creating development and space for development when the old law has been issued for more than 12 years.

It is necessary to study and propose the Government to issue a Strategy for the development of the publishing, printing and distribution industry to meet development requirements.

Second, it is necessary to strengthen inspection and examination of units in the fields of publishing, printing and distribution. Through inspection and examination, we can promptly detect difficulties and shortcomings in practice, and then propose and propose solutions to overcome them.

Third, it is necessary to compile and review the entire system of publishers, printing establishments, businesses, and book distribution households to build a basic database in this field and continuously supplement and update it.

Fourth, it is necessary to proactively coordinate with relevant agencies to combat and prevent copyright infringement in the publishing sector and organize short-term training courses for a number of subjects in the management sector.

The Minister also requested the Department to organize the National Book Award systematically, on a large scale, and effectively, ensuring quality in conjunction with the requirements of carrying out political tasks.

The award must stimulate the author's creativity, create space for the author to freely create on the artistic path and must select the most typical works and authors.

In addition, the Minister assigned the Department to coordinate with the Department of Grassroots Culture, Family and Library to successfully organize Vietnam Book and Reading Culture Day.

The Minister also assigned the Department of Publishing, Printing and Distribution to research and promote international cooperation in the field of publishing, printing and distribution in the direction of shifting from meetings and exchanges to genuine cooperation, with specific products, depth and long-term effectiveness.
