This is the first visit of the Chairman of the State Duma of the Federal Assembly of Russia, Vyacheslav Victorovich Volodin, to our country since the COVID-19 pandemic. The visit aims to further strengthen and promote cooperation between the two parliaments, consolidate political trust, and advance the comprehensive strategic partnership between the two countries.
The visit of the Chairman of the State Duma of the Federal Assembly of Russia, Vacheslav Viktorovich Volodin, to Vietnam takes place against the backdrop of the world having just overcome the COVID-19 pandemic. Although the global security and political situation continues to be complex and unpredictable, and strategic competition among major powers is becoming increasingly intense and comprehensive, peace , cooperation, and development remain the dominant trends in the world, offering opportunities for nations to promote development and enhance their standing if they know how to seize and transform these opportunities.
V.V. Volodin, Chairman of the State Duma of the Federal Assembly of Russia, arrived in Hanoi , beginning his official visit to Vietnam.
Vietnam and the Russian Federation are two countries with a traditional friendship, which was upgraded to a Comprehensive Strategic Partnership in 2012. Political relations between the two countries are highly reliable and are constantly being strengthened and developed through exchanges of delegations and contacts at all levels, especially at the high level, across all channels: Party, State, Parliament, Government, and people-to-people exchanges.
Although exchange visits were interrupted due to the COVID-19 pandemic, since the beginning of 2023, both sides have resumed exchange visits and high-level contacts.
Vietnam consistently maintains a policy of valuing the comprehensive strategic partnership with the Russian Federation, desires to strengthen substantive cooperation with the Russian Federation in all fields, and considers the relationship with the Russian Federation to be of strategic importance.
Within the multilateral framework, the two countries share similar views on many international and regional issues, coordinating and supporting each other in international forums such as the United Nations, APEC, ASEM, and AIPA.

There is still great potential for cooperation between the two countries, especially in the context of the Russian Federation's intensified "pivot to the East" foreign policy, in which Vietnam is considered a priority partner. To maximize current conditions, foster long-term trust, enhance defense and security capabilities, expand export markets, utilize technology, capital, raw materials, train high-quality human resources, and receive technology transfer, all with the aim of serving the long-term cause of national construction and development.
Within the overall framework of the good relations between Vietnam and the Russian Federation, the relationship between the two parliaments has been continuously strengthened and developed. Both sides regularly exchange delegations at all levels. The Vietnamese National Assembly signed a cooperation agreement with the State Duma of the Russian Federation in April 2009 (re-signed in March 2013) and with the Federation Council of Russia in November 2012.
During his visit to Vietnam in 2018, Vyacheslav Victorovich Volodin, Chairman of the State Duma of the Federal Assembly of Russia, and Nguyen Thi Kim Ngan, Chairwoman of the 14th National Assembly of Vietnam, signed an Agreement on the establishment of an Inter-Parliamentary Cooperation Committee between the National Assembly of Vietnam and the State Duma of the Federal Assembly of Russia. This is the highest-level, first, and only model of parliamentary cooperation to date between the National Assembly of Vietnam and a foreign legislative body, with the Chairwoman of the National Assembly of Vietnam and the Chairman of the State Duma of the Federal Assembly of Russia serving as co-chairs of the Committee.
During the official visit of the 14th National Assembly Chairwoman Nguyen Thi Kim Ngan to the Russian Federation in December 2019, the two Chairpersons co-chaired the First Session of the Inter-Parliamentary Cooperation Committee. The Second Session was scheduled to be held in Vietnam in 2020 but could not be organized due to the COVID-19 pandemic.
In 2018, at the National Assembly building, the Chairwoman of the 14th National Assembly, Nguyen Thi Kim Ngan, and the Chairman of the State Duma of the Federal Assembly of Russia, Vyacheslav Viktorovich Volodin, signed a cooperation agreement on the establishment of an inter-parliamentary cooperation committee between the National Assembly of the Socialist Republic of Vietnam and the State Duma of the Federal Assembly of Russia.
Both sides maintain regular exchanges of delegations between the National Assembly of Vietnam and the State Duma of the Federal Assembly of Russia, as well as the Federation Council of Russia at the high level, committee level, and parliamentary friendship group level, creating a strong impetus for the development of parliamentary cooperation, thereby contributing to strengthening the comprehensive strategic partnership between the two countries…
