According to the People's Committee of Phu Quoc City, in order to carry out the task of socio -economic development of the locality, on May 24, 2007, the People's Committee of Kien Giang Province issued Decision No. 904/QD-UBND on land recovery and assigned to the People's Committee of Phu Quoc District (now city) to develop a compensation plan, site clearance to implement the planning of the North and South Bai Truong Residential Tourist Area in Duong To Commune with a total area of ​​over 10.5 million m².

In the process of land management according to assigned tasks and functions, in 2022, the People's Committee of Phu Quoc City discovered that a number of subjects had arbitrarily entered this land area to construct works and architectural structures without permission from competent State agencies, showing signs of violations in the land sector.

Phu Quoc City People's Committee directed Duong To Commune People's Committee to coordinate with relevant units to prepare documents to handle violations of 14 cases of illegal land occupation in accordance with the law.

Implementing the direction of the Provincial Party Committee, the People's Committee of Kien Giang province issued Decision 1397/QD-UBND dated June 7, 2022, establishing a special Working Group to inspect and handle violations of the law on land, forestry and construction in Phu Quoc city.

In addition, the People's Committee of Phu Quoc City established an Inspection Team and advised on handling administrative violations in the field of land and construction in Duong To commune. Through inspection, many cases of encroachment on State-managed land were discovered, including 14 cases mentioned above.

Chairman of Phu Quoc City People's Committee Huynh Quang Hung shared, "We feel very sorry for the forced demolition of the villas, but we cannot help but do it. The city has repeatedly propagandized, mobilized, and given time for people to dismantle the villas themselves, but people disregard the law and deliberately violate it...

During the process of resolving the case, collecting relevant documents and evidence to establish a file to handle violations, these individuals could not provide documents proving legal land use rights according to regulations, and had no origin and land use process. The People's Committee of Phu Quoc City issued decisions to handle administrative violations against 14 individuals who illegally occupied land in accordance with the order and procedures prescribed by law.

However, according to the People's Committee of Phu Quoc City, after issuing decisions to force the implementation of remedial measures for those 14 violations, the individuals deliberately avoided and did not voluntarily comply with the remedial measures as prescribed.

For the inventoried equipment and assets, if the villa owner refuses to receive them, the local authorities will manage, protect and handle them according to regulations.

Specifically, the land has not been restored to its original state before the violation, the land has not been returned to the People's Committee of Phu Quoc City for management, the illegal profits obtained from administrative violations have not been returned, and the illegally built villas have not been demolished... The People's Committee of Phu Quoc City has issued decisions to enforce the implementation of remedial measures, but the time for violators to voluntarily remedy the consequences has now run out, so they have organized the forced demolition of constructions, architectural objects, moved assets, crops, livestock, and forced violators to return the land to the State...

After completing the demolition of the project, the authorities will measure, determine the location and area, make an inventory record and hand over the land plot to the People's Committee of Duong To commune for management.
