Enforced land acquisition for the road project connecting Bim Son Industrial Park - coastal area through Nga Son commune

On the morning of October 31, the People's Committee of Nga Son commune organized the enforcement of the Decision to reclaim land from Mr. Pham Van Toan's household, Quy Nhan village, to clear the ground for the project of the road from Bim Son industrial park to the coastal road section Nga Son - Hoang Hoa, passing through Nga Son commune. This is an important project to promote economic, cultural and social development in the area.

After the two-level government came into operation from July 1, 2025, the People's Committee of Nga Son commune urgently reviewed, synthesized, and received documents from the district level. Including the documents on land acquisition for the Traffic Road project from Bim Son Industrial Park to the coastal road section Nga Son - Hoang Hoa, passing through Nga Son commune. This is a key traffic project, approved by the Chairman of the Provincial People's Committee in Decision No. 490/QD-UBND dated February 5, 2021 with a length of 16.442km. The project passes through Nga Son commune, with a length of 5.81km, affecting the agricultural land of 160 households and residential land of 135 households. The total area of ​​land recovered is more than 173,000m2.

The project is expected to gradually complete the regional transport network infrastructure, serving the transportation and travel needs of the people, contributing to promoting socio- economic development, ensuring national defense and security for the locality and neighboring areas.

At the land acquisition enforcement session, members of the Land Acquisition Enforcement Committee continued to propagate and mobilize families to agree with the state's policy.

Realizing the responsibility and importance of the project, households whose land was recovered within the project scope received compensation and handed over the land to the construction unit. However, Mr. Pham Van Toan's family still did not agree; did not agree to receive compensation and hand over the land. After grasping the situation, the Party Committee, the government and specialized departments of the Nga Son Commune People's Committee actively met, mobilized, persuaded, and held discussions but did not receive consensus from the family.

At the enforcement session, the Land Acquisition Enforcement Board continued to dialogue, mobilize, and persuade. Mr. Pham Van Toan and his wife, Ms. Nguyen Thi Thinh, agreed and voluntarily dismantled and moved their assets on the land; handing over the site to the locality and the investor to construct the project. Accordingly, the local government and political organizations and units supported the family to move their assets and belongings so that the authorities could carry out the land acquisition and clearance according to regulations.

The enforcement was carried out in accordance with procedures and regulations, contributing to ensuring the strictness of the law and maintaining stability in security and order in the locality.
