Da Nang proposes to allocate 19,000 billion VND to implement the high-speed railway project

On November 20, Secretary of the Da Nang City Party Committee, Mr. Le Ngoc Quang chaired the second meeting of the Steering Committee for Site Clearance for the North-South high-speed railway project, the section passing through Da Nang city.

The high-speed railway project on the North-South axis, the section through Da Nang city is 116.42 km long, passing through 24 communes/wards.

To implement the project, the Da Nang City Party Committee established a Steering Committee for Site Clearance and issued operating regulations. The Da Nang City People's Committee also established two specialized working groups to carry out the measurement and positioning of the boundary markers.

In addition, Da Nang City has also started the Dien Ban Bac Resettlement Area project to serve the North-South high-speed railway project.

Currently, Da Nang City is considering approving 2 component projects on Compensation, support and resettlement to serve the high-speed railway project on the North-South axis.

Of which, the expected recovered area is about 866.26 hectares, the total resettlement demand is about 5,100 lots, construction of 34 resettlement areas, 13 cemeteries and total investment of more than 19,500 billion VND.

The Da Nang City Government has reported to the City People's Council to unanimously approve the addition of a part of the city's budget capital to the medium-term public investment plan for the 2021-2025 period, the 2025 public investment plan, and the expected investment plan for the 2026-2030 period.

Regarding the assigned site clearance tasks, up to now, 16/31 tasks have been completed or basically completed.

Da Nang City is also continuing to work with the Ministry of Construction and the Railway Project Management Board to research and adjust the high-speed railway route to suit reality.

Da Nang City proposed to soon allocate capital, provide Feasibility Study Report documents and set project milestones to proactively implement site clearance.

At the same time, it is recommended that the Ministry of Construction direct the acceleration of consultant selection, preparation of Feasibility Study Report and agreement on route direction, and handover of field markers.

Regarding funding, the city proposed that the Ministry of Finance allocate 19,000 billion VND from the central budget, with the rest guaranteed by the city budget, to proactively carry out site clearance work.

The high-speed railway project through Da Nang city is more than 116km long.

Secretary of the Da Nang Party Committee, Mr. Le Ngoc Quang emphasized that the high-speed railway is a key national project. Therefore, departments and localities need to coordinate closely with the Central Government to soon finalize the route.

At the same time, arrange resettlement areas that are convenient for people's lives, trade and business; consider factors of natural disaster and flood prevention.

“The North-South high-speed railway project is a national key project, with a large total investment and workload. Site clearance and resettlement arrangements must be quick, thorough, in accordance with regulations and with the consensus of the people. The entire political system needs to take drastic action and promote the highest sense of responsibility to complete the task,” Le Ngoc Quang requested.
