Da Nang authorizes commune and ward levels to decide on adjusting public investment projects

Da Nang authorizes the Chairman of the People's Committee of the commune or ward to decide to adjust and issue project investment decisions for public investment projects currently received by the People's Committee of the commune or ward from the People's Committees of the commune or ward before the merger.

The People's Committee of Da Nang City has just issued a decision on authorizing the decision to adjust public investment projects in the old Quang Nam province when organizing two-level local government for projects received from the People's Committees of communes and wards before the merger, approved by the People's Committees at the district level.

Specifically, the People's Committee of Da Nang City authorizes the Chairman of the People's Committee of the commune or ward to decide on adjustments and perform the tasks of the project investment decision-making level for public investment projects currently received by the People's Committee of the commune or ward from the People's Committees of the communes and wards before the merger, approved by the District People's Committee under the People's Committee of Quang Nam province (old); including projects approved by the Commune People's Committee and assigned to be the investor by the District People's Committee. The authorization period is from October 13, 2025 to December 31, 2026.

The People's Committee of Da Nang City assigns the Chairmen of the People's Committees of communes and wards to perform the authorized tasks in accordance with current legal regulations; at the same time, be responsible before the law and the Chairman of the City People's Committee within the scope of rights and tasks authorized in this Decision; report to the City People's Committee on the implementation results and promptly propose and report on matters beyond their authority.

The Department of Finance is responsible for guiding, monitoring, inspecting and supervising the implementation of the authorized rights and tasks of the Chairmen of the People's Committees of communes and wards according to the regulations and directions of the Central Government, the City Party Committee, the People's Council and the City People's Committee; at the same time, coordinating with relevant units to promptly advise competent authorities to remove difficulties and obstacles for units in the implementation process and promptly propose and report on matters beyond their authority.

Departments, branches and sectors, based on the functions and tasks assigned by the City People's Committee, are responsible for coordinating and guiding the implementation in accordance with regulations.
