Preparations are underway for the commencement of several projects in the former Gia Loc district area.

Comrade Tran Van Quan, Vice Chairman of the People's Committee of Hai Phong City, inspects the National Highway 37 bypass project section through the former Gia Loc town.

On the morning of October 30th, Comrade Tran Van Quan, Member of the City Party Committee and Vice Chairman of the People's Committee of Hai Phong City, inspected the progress of implementation and disbursement of public investment capital for several projects in the former Gia Loc district area and the operation of the two-tiered local government model.

During a direct inspection of the National Highway 37 bypass project section through the old Gia Loc town (the section connecting Thong Nhat Bridge, National Highway 37 with Ring Road I), Comrade Tran Van Quan acknowledged the positive implementation of the project by the localities and units.

This project has a total length of nearly 5.4 km, with the section passing through Gia Loc commune being 3.911 km long, a road width of 34 m, and a total land acquisition area of 12.58 hectares, including 0.43 hectares of residential land. As of June 30th, Gia Loc commune had completed land clearance for 95.9% of the total land area. Regarding the remaining work of the project, Comrade Tran Van Quan requested Gia Loc commune to expedite the process and ensure that the project is completed on schedule.

Following the on-site inspection, Comrade Tran Van Quan chaired a working session with the communes of Gia Loc, Gia Phuc, Yet Kieu, and Truong Tan regarding the disbursement of public investment funds and the operation of the two-tiered local government.

The Vice Chairman of the People's Committee of Hai Phong City acknowledged and highly appreciated the efforts of the units and localities in successfully completing the assigned tasks in the past period.

Communes need to actively overcome difficulties and build upon the good results achieved, especially in resolving administrative procedures for people, accelerating the disbursement of public investment capital, doing a good job of land clearance, and preparing for the commencement of projects by the end of 2025.

In the context of the heavy workload following the merger, the Vice Chairman of the City People's Committee urged officials and civil servants to make efforts, avoid haste, work with a firm approach, and implement all solutions to successfully carry out the assigned tasks.

For Gia Loc commune, there are two important projects: the Lao Cai - Hanoi - Hai Phong railway line and the bypass road of National Highway 37 through the old Gia Loc town. Coordination with relevant departments and agencies is needed to focus on land clearance, timely handover, and urging contractors to expedite construction. The West Hai Phong Investment and Construction Project Management Board strives to commence 9 projects before November 15th, focusing intensely on ensuring timely completion.

Chairman of Gia Loc Commune People's Committee, Pham Van Thung, reported on some obstacles in land clearance for projects in the commune.

Local authorities are focusing on preparing for the groundbreaking ceremony of Hai Duong South railway station on December 19th, in accordance with the Prime Minister's directives; at the same time, they are conducting a comprehensive review and proposing resettlement projects for the 2026-2030 period to develop long-term plans that are consistent with the planning and other projects in the area.
