National Assembly delegates of Quang Ngai province give comments on draft laws on economics and finance

Continuing the 10th Session Program of the 15th National Assembly, on November 3, Alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Vietnam Fatherland Front Committee of U Huan province and delegates of the Quang Ngai Provincial National Assembly Delegation participated in the discussion at the Group of Law projects on economic, financial and market management.

Regarding the Law amending and supplementing a number of articles of the Law on Public Debt Management, delegates proposed to clarify the boundary between “International treaties on ODA loans and preferential loans” and “ODA loan agreements and foreign preferential loans” to avoid duplication and difficulties in application. Some regulations of detailed administrative procedures should be included in guiding decrees to ensure flexibility. Delegates also recommended to supplement the mechanism for inspection, supervision and transparent public debt information publication, with sanctions for late or incorrect publication.

Regarding the Law amending and supplementing a number of articles of the Law on Insurance Business, delegates said that the provisions on "capital contribution principles" but the content is essentially the conditions for establishing an enterprise, which is not true to its nature. It is recommended to change the name of the law or keep the current regulations because there are no additional administrative procedures.

Delegates expressed their agreement with the amendment and supplementation of the Law on Prices to enhance decentralization in line with the new government model. However, delegates suggested carefully assessing the implementation capacity, linking decentralization with training and supervision to avoid overload. They suggested adding a "national security industrial complex" and regulating a minimum price framework to avoid subjective pricing. When pricing public services, it is necessary to consult the Fatherland Front and socio- political organizations to ensure transparency and consensus. The abolition of the price appraisal condition is positive but needs to be closely reviewed.

Regarding the Law on E-commerce, delegates proposed to clearly define the scope of regulation, use the term “organization, individual” instead of “subject”, allow bilingual display but prioritize Vietnamese. Clarify the authority of electronic certification organizations to avoid creating additional apparatus.
